Blizzard developers still working on PvP for Diablo III

Back when Diablo III was in development, Blizzard had said that a PvP game mode would be available soon after the game's launch. The company has now made a post on the Diablo III blog about the state of the PvP update.According to the post, the company is working on getting the Team Deathmatch mode available as soon as possible, but it doesn't want to release it without it being ready. The original aim was to make the more formal duelling modes available for the players from Diablo II. "We wanted to give players some kind of structure that would not only make it easier for you to duel with one another, but also allow you to have duels that were team-based," the blog stated.

Oil ends record year focused on US budget crisis

LONDON (Reuters) - Brent crude oil slipped towards $110 per barrel on Monday on worries U.S. lawmakers may not reach a last-minute deal to prevent a fiscal crisis, although remained on track to post a record annual average price.

Brent has averaged more than $111.65 this year, its fourth successive year of annual rises and above the previous record of $110.91 in 2011.

High oil prices have given oil producer cartel OPEC a bonanza, with oil export revenues hitting a peak of $1,052 billion, up 2.5 per cent from last year, U.S. government data showed.

But asset markets are worried the United States may fail to produce a workable budget deal, triggering a mandatory "fiscal cliff" of sharp spending cuts and higher taxes for all Americans.

Failure to agree on a budget would risk plunging the U.S. economy into recession, and the lack of a deal with the deadline just hours away kept a ceiling on the prices of riskier assets, including oil.

Brent crude was down 40 cents to $110.22 a barrel by 0950 GMT after hitting a low of $110.02 earlier in the session. U.S. crude slipped 10 cents at $90.70.

"The negative consequences of the fiscal cliff appear to be too large to ignore, and overtures from both political parties have been increasing," Jason Schenker, president of U.S. consultancy Prestige Economics, said.

"Significant market moves are likely when the deal gets done - or if no deal is done before the year-end ... In any case, neither outcome is fully priced in."

EXCEPTIONAL YEAR

Commodities found some support from economic data in China, the world's second-largest economy and crude oil consumer, where factory activity expanded at its fastest rate in December since May 2011, reinforcing signs of a recovery.

But slow economic growth and ample supplies are expected to keep a lid on prices next year, with crude prices gradually slipping. Brent crude will average at $108 a barrel in 2013, a Reuters monthly survey of 26 analysts showed.

Supply is increasing, with the United States pumping the most oil in 19 years after shale oil discovery pushed production to nearly 7 million barrels per day. U.S. crude imports slipped to the lowest in 12 years.

Top oil exporter Saudi Arabia expects production increases by other oil producers to weigh on energy prices in 2013, potentially cutting into its fiscal surplus.

Saudi Finance Minister Ibrahim Alassaf said on Saturday the kingdom ran a budget surplus of 387 billion riyals in 2012 as high energy prices and strong output levels generated revenue of 1.24 trillion riyals.

"The results of this year are exceptional," Alassaf told Al-Arabiya television, but added, "The international conditions and the increase in production by some states (in 2013) will have negative effects on prices."

Political tensions in the Middle East, meanwhile, are expected to underpin oil prices.

On Friday, Iran started six days of naval drills in the Strait of Hormuz, a vital oil and gas shipping route, the official IRNA news agency reported.

Iran has previously threatened to disrupt or close the waterway if its nuclear sites are subjected to military attack by Israel or the United States.

Early Auckland exits for Zheng, Kuznetsova

REUTERS - Defending champion Zheng Jie and former world number two Svetlana Kuznetsova were knocked out of the Auckland Classic in the first round on Monday.

Zheng raced to a 3-0 lead before losing 13 of the next 16 games to go down 7-5 6-1 to American Jamie Hampton.

Flying out of Delhi will be cheaper from January 1

Flying out of Delhi would become cheaper from January 1, with the development fee (DF) charged by the operator of IGI airport being reduced by Rs 100 for domestic and Rs 700 per international passenger. The decision of GMR-led Delhi International Airport Limited (DIAL) to slash the charges followed a directive by Airports Economic Regulatory Authority (AERA) for charging Rs 100 and Rs 600 per embarking domestic and international passenger respectively from January one.

Civil Aviation Minister Ajit Singh had earlier directed DIAL and Mumbai International Airport Limited (MIAL) to abolish DF at the two airports with effect from tomorrow. Following this, DIAL had moved AERA, which, after consultations, decided to slash the rate which would remain effective till April 2016. DF being charged at Delhi airport was Rs 200 and Rs 1300 for domestice and international passengers respectively.

Welcoming the order, DIAL said in a statement the measure would "enable airlines to reduce the overall travel cost of passengers, thus giving a boost to the Indian aviation sector." In October, the Minister had also directed Airports Authority of India (AAI) not to levy DF at Chennai and Kolkata airports, which are being modernised by it. AAI was also asked to infuse additional equity of approximately Rs 288 crore in MIAL and Rs 102 crore in DIAL, against its 26 per cent share in the equity in them.

In case DF is abolished, the expected financing gap for MIAL will be estimated at about Rs 4,200 crore and for DIAL at about Rs 1,175 crore. While DF is levied to meet cash flow requirements before completion of an airport upgrade project, User Development Fee (UDF) is charged for using the completed facility. At present, DF is levied at private-led Delhi and Mumbai airports, among others.

Arab officials visit cash-strapped Palestinian territory

RAMALLAH, West Bank (Reuters) - Top Arab officials paid a rare visit to the Israeli-occupied West Bank on Saturday to discuss a Palestinian financial crisis that President Mahmoud Abbas hopes will be eased by Arab donations.

Arab League Chief Nabil Elaraby and Egyptian Foreign Minister Mohamed Kamel Amr congratulated the Palestinians on a successful United Nations status upgrade last month, but stopped short of promising the badly-needed funds.

"Palestine is in need of material and political support," Elaraby told a news conference in the Palestinians' de facto capital of Ramallah.

"Arab countries agreed at their Baghdad summit (in March) for an Arab safety net of $100 million dollars each month, but unfortunately none of this has been achieved yet," he said.

Palestinian were cheered by a strong majority in the United Nations recognising them as an "observer state" on November 29 but have struggled to get Arab support to make up $100 million in shortfalls left by Israeli sanctions following the U.N. move.

Elaraby is the first Arab League Chief to visit Ramallah, but he and other prominent Arab and Islamic leaders, including the Egyptian prime minister, met Abbas's Palestinian Hamas rivals in Gaza during their brief war with Israel last month.

QATARI LEADER

Hamas, which split from the West Bank after it seized control of the Gaza Strip in 2007, also won a diplomatic coup by receiving Emir Hamad bin Khalifa al-Thani, ruler of the oil-rich Gulf state of Qatar, who pledged $400 million in aid for the impoverished territory in October.

The emir postponed a visit to Ramallah he had announced this month, disappointing West Bank officials who had hoped he would arrive bearing gifts of cash.

The Gaza visits broke years of diplomatic quarantine for the Islamist Hamas group, which refuses to recognise Israel or relinquish its arms, and increased the isolation of the dovish, Western-backed Ramallah government.

West Bank officials have watched with worry as uprisings in the Arab world divert attention from their diplomatic strategy, which has failed to achieve an independent Palestinian state.

Hamas militants, by contrast, have been heartened as fellow-Islamists rise to power in Egypt and elsewhere.

Abbas has accused Israel of "piracy" after it withheld customs revenues it collects on the Palestinians' behalf, citing months of utilities bills Ramallah owes Israeli companies.

The financial crisis has forced the Palestinian Authority to delay salary payments to West Bank employees, who have gone on strike in protest. Abbas has responded by saying he might give up power and compel Israel to take on the Palestinians' affairs.

"Sit in the chair here instead of me, take the keys, and you will be responsible for the Palestinian Authority," Abbas warned Israeli Prime Minister Benjamin Netanyahu, in an interview with the Israeli Haaretz newspaper this week.

"I won't do anything as long as there are diplomatic negotiations," he said. "But if the stalemate continues...what's left for us to do?"

Gang-rape victim's fight will not go in vain: Sonia

Promising swift and fitting punishment for the Delhi gang-rape accused, Congress President Sonia Gandhi said the nation's "beloved daughter" will get justice and her fight will not go in vain. "As a woman and mother, I understand how you feel. I appeal you to remain calm and help strengthen our collective resolve to fight the menace of violence against women," Gandhi, who is also the UPA Chairperson, said in a televised address.

"Today all Indians feel as they have lost their own beloved daughter, their cherished sister, a young woman of 23 whose life full of hope, dream and promise was ahead of her. Our hearts go out to her parents, family, the whole country shares their pain," she said. Appealing for peace and calm in wake of the tragic incident, Gandhi said, "Today we pledge that she will get justice and that her fight will not go in vain".

The Congress President said that the tragedy "strengthens our resolve to fight with all our might and with all the powers of our laws and our administration for the safety and protection of all women of our country and to ensure swift and fitting punishment for the perpetrators of such acts. "It deepens our determination to battle the pervasive shameful social attitudes and mindsets that allow men to rape and molest women and girls with such impunity."

As people hit the streets expressing their outrage over the tragedy, Gandhi said "to all of you who have expressed their anger and anguish publicly, who have poured out in her support, I want to assure you that your voice has been heard."

Gandhi had yesterday sought speedy action against the perpetrators of the "barbarous" attack and had hoped the victim undergoing treatment in Singapore recovered. Choosing to skip her customary New Year wishes on the sidelines of the 127th Foundation Day of Congress at AICC headquarters here yesterday, Gandhi had said,"..Not so today because our thoughts are with the young woman, who is fighting for her life after the barbarous attack".

She had added, "Our only wish today is that she recovers and comes back to us and that no time is lost in bringing the perpetrators of such a barbarous act to justice". The Congress chief had earlier shot off strongly-worded letters to Home Minister Sushilkumar Shinde and Delhi Chief Minister Shiela Diskhit wanting firm steps for the security of women in the national capital, describing the incident as a "matter of shame".

Left parties condole death of brave gang-rape victim

New Delhi, Dec 29 (PTI) Left parties today expressed grief at the death of the "brave young woman" victim of gang-rape and asked the government to ensure security of women and time-bound justice in cases of atrocities against them. Senior CPI MP Gurudas Dasgupta demanded a special session of Parliament "to respect public opinion, especially that of the youngsters". Expressing deep sorrow at the tragic death of the "brave young woman", the CPI(M) Politburo sought the "most stringent punishment" to the accused criminals saying "it is even more tragic that had the government and the police done its duty the horrific incident could have been avoided." Urging the government to extend all possible help now and in the future to the family of the victim, the party said, "this is not an isolated incident. Sexual assault cases are the fastest increasing crimes in India. "It is essential for the government at the Centre and the states to put into place long pending required measures to prevent violence against women which have been demanded by women's organizations and Left parties and which the government has failed to accept and implement." The measures include steps to ensure security, easy access to time-bound justice, punishment to officials for non -implementation, referring all pending cases to fast track courts and reformed and stringent laws against sexual assault, the CPI(M) said. The CPI, while expressing condolences to her family and "those who had come to identify themselves with the victim", said "her death will further harden the demand of all right- thinking people to strengthen our laws against rapes, uphold the dignity and safety of our girls and women, the struggle for gender equality, the need for speedy justice to all victims of rapes and quick apprehension and deterrent punishment to those guilty of such heinous crimes." Analyze your business expenses

While analyzing expense trends is vitally important, I have to first ask if you, the business owner, are the most qualified person to do this task. What's important here are the answers, not the time spent analyzing expenses.

If you have a CFO, he or she should already be doing this analysis for you. And a really good controller will be proactive about doing this kind of work. Bear in mind, however, that it's beyond the skills and experience of most bookkeepers.

That said, I understand the entrepreneurial drive to try to find the answers. So if you're going to go it alone, or you just want to understand what your CFO or controller should be doing, here's a step-by-step plan.

Analyze the income statement
For every line item in the operating expenses, calculate the dollar amounts and percentages of revenue. Your accounting reporting software (such as QuickBooks) should be able to spit out reports like this very easily. Compare the numbers to last month, the last three months, the average of the last three months (called "rolling average"), average year-to-date and the same month last year.

Next, examine the "why" behind the numbers. I had a client whose parking-ticket fines for his delivery trucks jumped significantly compared to the last quarter and last year, and it was killing revenue. Turns out the city had tightened its enforcement. We shifted the delivery schedules and hired a ticket-fighting service that more than paid for itself.

Compare "actuals" to budgets
One of the most important financial management exercises is the creation and use of a budget-the examination of all your expenses and estimation of what they will be next year. This will automatically get you thinking of the drivers behind each expense. And don't worry, your estimates will nearly always be off-target, but if you understand why a line item is going considerably over budget, you'll know what to fix and how.

Use a dashboard
Boil down your actuals to the absolutely most significant numbers and trends (profits, expenses, revenue, cash flow, etc.) and compile them into an easy-to-read dashboard. There are dashboard programs available for businesses of all shapes and sizes that can extract the data from your bookkeeping software and post the numbers automatically. This will allow you and the management team to instantly spot trends and problems on a weekly-or even daily-basis. These are your business's vital signs and, good or bad, knowing them will help you sleep better. Trust me.

Make industry comparisons
Reliable and relevant industry numbers can be hard for a single business owner to come by without spending a good chunk of money, but they're critical to running a smart business. I used a commercial service called ProfitCents by Sageworks to work with an owner who initially thought his sales expenses were very low. But ProfitCents said they were double his industry average. Consequently, he reorganized his sales department and was able to save more than $100,000 per year.

Lacking that, try industry trade associations for any data, such as expense ratios, and ask other local businesses that are roughly the same size as yours-not competitors-to share their expense data.

You will get a good idea of the costs for rents, salaries and other services in your geographic location.

At 16:13 hrs MCX SILVERMIC April contract was trading at Rs 58879 up Rs 52, or 0.09%. The SILVERMIC rate touched an intraday high of Rs 59019 and an intraday low of Rs 58766. So far 2524 contracts have been traded. SILVERMIC prices have moved down Rs 4736, or 7.44% in the April series so far.

OneAssist offers assistance for your lost wallet

Remember the experience of losing your wallet or having your phone stolen? If you haven't been through that ordeal, it's at least likely that you have heard people narrate to you how their lives came to a standstill because of the credit cards and debit cards they lost with their wallet, or how they don't have your number because they lost their phones. Gagan Maini, 43, and Subrat Pani, 42, wanted to create a business around assistance and carried out research to understand what people's anxieties were about day to day life. "The phone is not just a phone anymore. It is a second brain, at least that is what we have understood from our research," Maini says.

Maini and Pani have known each other for almost 14 years. Their earliest experience of working together was at SBI Cards. Later Maini and Pani crossed paths, while the former was working at Visa and the latter at ICICI Bank's cards department.

One-stop platform
"We wanted to create a business based on a consumer gap where we could add our experience and knowledge," Maini says. They hit upon the idea of creating a one-stop platform for assistance. That was how OneAssist Consumer Solutions Private Ltd was born in June, 2011. Initially the company spent time developing the back-end and launched its products in the market in July 2012.

The expectations from a one-stop platform for assistance can be vast. So the duo thought through possible situations that could arise when one loses one's phone or wallet and charted out what they could help resolve. The company then came out with four products-WalletAssist, EverydayAssist, TripAssist and MobileAssist.

The products are available on a monthly or annual membership fee ranging from Rs. 599 to Rs. 2199. The WalletAssist and MobileAssist products have two versions. One is the power plan and the other is the privilege plan. "We are not a do-it-yourself society. We need assistance on most things," Maini points out, explaining the need for a service like OneAssist.

The idea, he says, is to ensure there is minimal disruption to customers' lives in case they lose essential documents while travelling, or lose their wallets or their mobile phones. The cost to the consumer is only about Rs. 3 to Rs. 7 a day, he explains.

Assistance everywhere
Realizing that the customer may need help in several situations, OneAssist has a host of services to offer. Through its various products the company provides services like blocking and replacing lost credit cards and debit cards, driving licenses, PAN cards, etc. It also provides services like back up data on one's smartphone, remotely clearing out data from one's phone in case it has been stolen or lost. In addition, the company provides for a handset replacement in as many as 22 cities until one has the time to buy a new instrument.

The venture's services can be availed of even while traveling. For instance, in case a customer has lost essential documents, his wallet or phone while traveling overseas, OneAssist pays for the person's hotel bills and also return flight tickets. This amount is returnable in 28 days. The maximum amount that may be paid under the various plans is Rs. 1,60,000. If the customer has lost his phone or wallet while traveling in the country, OneAssist provides emergency cash assistance for upto Rs. 25000.

In case a lost card is misused, the company provides lost card fraud cover. It also provides a lost SIM card misuse coverage of upto '3000.

And there's more: if a customer is in a country where he doesn't understand the local language and is having trouble filing a complaint, OneAssist even arranges for a translator to assist the hapless customer.

Customers can have data backed up from their smartphones and the important documents are stored online and accessed as and when needed. The data from the phone is backed up on a real time basis. This enables customers to even switch phones seamlessly and have all the data available when required.

All that the customer has to do in the eventuality of loss of phone or wallet is make a call to the OneAssist number to have things taken care of. Besides, if a customer needs to inform friends or family about the loss of the phone or wallet, the company takes care of that as well.

Reaching out
The company aims to have 100,000 customers by March 2013 and five lakh customers in three years time.

For marketing the product, the founders have taken up a B2B2C model. OneAssist will partner with companies that see benefit in its products and sell accordingly. So far the company has partnered with HDFC Bank. "Those selling credit cards or debit cards will definitely see the benefit in providing our services to their customers," Maini says. The founders are also exploring other channels such as telecom and travel companies.

The company raised funding from the very start. Sequoia Capital and Lightspeed Venture Partners invested $3.5 million in OneAssist.

The venture capitalists are bullish about the prospects of the business, seeing the obvious demand for such a service. Bejul Somaia, Managing Director, Lightspeed Venture Partners says the demand is apparent. "There are 300 million people carrying cards, so there is definitely going to be a big demand for this service," he says.

The experience of the founders was another factor that made them decide to fund the company, he informs. Mohit Bhatnagar, Managing Director, Sequoia Capital, says, "The founders are both seasoned executives and have understood the nuances of what it takes to set up such a business." Bhatnagar feels OneAssist has the early mover advantage in this niche category which has a growing need."

Partnering for growth
The company has partnered with Bengaluru-based technology startup Happiest Minds for technology support. Happiest Minds is the venture founded by MindTree co-founder Ashok Soota. Happiest Minds powers the company's back-end technologies and applications that enable it to provide its services.

"The model is something like the insurance industry model," Maini explains. Pani informs that "the products have been developed looking at consumer needs to take care of customer anxiety. However, we don't expect all our customers to face the same anxiety at the same time." The company has ICICI Lombard as its insurance partner.

With a comprehensive business model, OneAssist's founders are now busy growing the venture. Help is clearly at hand for the forgetful.

Poachers make 2012 a deadly year for Africa's rhinos, elephants

JOHANNESBURG (Reuters) - Africa's biggest animals were poached in near record numbers in 2012, with surging demand for horn and ivory from Asia driving the slaughter of rhinos and elephants.

By mid-December, poachers had killed 633 rhinos in South Africa, according to environment ministry figures.

That marks a new annual peak in the country that is home to most of the continent's rhinos, and a sharp rise from the record 448 poached last year and the mere handful of deaths recorded a decade ago.

Elsewhere in Africa, the slaughter of elephants continued unabated, with mass killings reported in Cameroon and Democratic Republic of Congo.

According to conservation group TRAFFIC, which monitors global trade in animals and plants, the amount of ivory seized will likely drop from 2011, when a record number of big hauls were made globally. But the trend remains grim.

"It looks like 2012 is another bumper year for trade in illegal ivory though it is unlikely to top 2011," said Tom Milliken, who manages TRAFFIC's Elephant Trade Information System.

In 2011, an estimated 40 tonnes of illegal ivory was seized worldwide, representing thousands of dead elephants. So far this year about 28 tonnes has reportedly been seized but the number is expected to climb as more data comes in.

"The last four years since 2009 are four of our five highest volume years in illegal ivory trade," said Milliken.

Demand for ivory as ornamental items is rising fast in Asia, in tandem with growing Chinese influence and investment in Africa, which has opened the door wider for illicit trade in elephants and other animals.

Rhino horn has been used for centuries in Chinese medicine, where it was ground into powder to treat a range of maladies including rheumatism, gout and even possession by devils.

WAR AND ORGANISED CRIME

Ivory smuggling has also been linked to conflict, and last week the United Nations Security Council called for an investigation into the alleged involvement in the trade of the Lord's Resistance Army (LRA) in Uganda.

Led by warlord Joseph Kony, who is being hunted by an African Union and U.S.-backed military force, the LRA is accused of terrorising the country's north for over 20 years through the abduction of children to use as fighters and sex slaves.

"The illegal killings of large number of elephants for their ivory are increasingly involving organised crime and in some cases well armed rebel militias," the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) said in a statement this week.

"In Bouba N'Djida National Park, in northern Cameroon, up to 450 elephants were allegedly killed by groups from Chad and the Sudan early this year," said CITES, which is an international agreement that oversees trade in wildlife.

In the case of rhino horn, demand has also been growing in Vietnam, where a newly affluent class has been buying it to treat ailments ranging from hangovers to cancer.

The claims have no basis in science but demand has pushed the price of the horn up to $65,000 a kilogramme on the streets of Hanoi, making it more expensive than gold.

Most of the rhino killings take place in South Africa's Kruger National Park.

Gangs armed with firearms and night-vision goggles enter from neighbouring Mozambique, from where observers say the horn is often smuggled out through the same routes used to bring illegal drugs from Southeast Asia into Africa.

"Kruger is a national park the size of Israel and it is incredibly difficult to police," said Julian Rademeyer, author of 'Killing for Profit', a book published this year that examines the international rhino horn trade.

"You have very advanced international syndicates run like business operations that are very good at getting horn out of here," he told Reuters. Rademeyer expects the number of rhino killings to rise even higher next year, pushing the population closer to a tipping point that leads to its decline.

South Africa has deployed its military to patrol Kruger while its tax agency SARS and police have stepped up the fight.

But it also lost ground in 2012 due to a two-month strike by National Park workers and corruption within the ranks of the park service that undermined its anti-poaching efforts.

South Africa hosts virtually the entire population of white rhino - 18,800 head or 93 percent - and about 40 percent of Africa's much rarer black rhino.

Africa's elephant population varies. Estimates for the numbers in Botswana are as high as 150,000 but in parts of central and west Africa the animal is highly endangered.

"Central Africa has been bleeding ivory but for the last few years there has also been an upsurge in poaching in Kenya, Tanzania and Mozambique," said Milliken.

Trade in rhino horn is strictly prohibited under CITES while that for ivory is mostly illegal. (Editing by John Stonestreet)

Banks' loan, deposit growth slower on weak GDP

MUMBAI (Reuters) - Indian banks' advances and deposits grew at a slower pace in the first three quarters of the current fiscal year ending in March 2013, compared with the same period a year earlier, data from the central bank showed on Wednesday.

As of December 14, banks' advances grew 5.7 percent, slower than 7.8 percent in the year-ago period, while deposits grew 5.6 percent, compared with 6.5 percent.

"Credit growth is linked to the nominal GDP growth. If we are on a slower GDP growth path, naturally credit and deposit growth will be slower," a senior official with a private bank who did not want to be named said.

The official expects the full-year credit growth to be 14-16 percent. In its second quarter review of the monetary policy, the Reserve Bank of India cut its credit and deposit growth projection by 1 percentage point each to 16 percent and 14 percent, respectively.

India's economy grew 5.3 percent from a year earlier in the July-September quarter, below the 5.5 percent posted for the three months ending in June.

As of December 14, banks' advances stood at 49,626.49 billion rupees, up 0.1 percent from two weeks ago, while deposits were down by 0.1 percent at 64,339.34 billion rupees.

Head of Syrian military police defects

BEIRUT (Reuters) - The head of Syria's military police has defected from the army and declared allegiance to the uprising against President Bashar al-Assad, according to a video and a Syrian security source.

The high-level defection, while not a strategically significant development in the 21-month-old conflict, will be a blow to morale for Assad's forces, which are hitting back at a string of rebel advances across the country.

"I am General Abdelaziz Jassim al-Shalal, head of the military police. I have defected because of the deviation of the army from its primary duty of protecting the country and its transformation into gangs of killing and destruction," the officer said in a video published on YouTube.

A Syrian security source confirmed the defection but played down its significance.

"Shalal did defect but he was due to retire in a month and he only defected to play hero," the source said.

Wearing a camouflage uniform with red officer insignia on the shoulder, Shalal spoke from a desk in a room in an undisclosed location. Some rebel sources said he had fled to Turkey. It was not clear when Shalal had changed sides.

"The army has destroyed cities and villages and has committed massacres against an unarmed population that took to the streets to demand freedom," he said. "Long live free Syria."

Woman dies after fall from hilltop

Virbhadra Singh takes oath as HP CM, heads 10-member ministry

Shimla, Dec 25 (PTI) Virbhadra Singh, credited for bringing Congress back to power in the Assembly polls defeating BJP, today took oath as Himachal Pradesh Chief Minister for a record sixth time, heading a ten-member ministry that included six of his loyalists. A journalist-turned politician, Mukesh Agnihotri had been a functionary of Youth Congress while Sudhir Sharma had been active during the visits of Rahul Gandhi to the state. Congress, which wrested power from BJP, has 36 MLAs in the 68-member Assembly and one independent MLA has extended unconditional support to the party. With ten ministers including the 78-year-old Chief Minister taking oath, there are two more vacancies in the state Cabinet. Singh, who has held the top office in Himachal five times in the past, was administered the oath of office and secrecy by Governor Urmilla Singh at an open ceremony at the historic Ridge Maidan here. Seven die due to cold in UP

Lucknow, Dec 25 (PTI) Seven persons died in the past 24 hours in different parts of Uttar Pradesh as cold wave conditions prevailed across the state. While three deaths were reported from Barabanki district, two persons died in Muzaffarnagar and one each in Hardoi and Bijnor districts, official sources said here today. According to the Met office, maximum temperature was below normal by 5 to 12 degrees celsius in many parts of the state. Cold conditions prevailed over some parts of the state, it said, adding, the weather was mainly dry over the state. Night temperatures rose in Meerut division and fell in Varanasi division. The temperature was above normal in Bareilly, below normal in Meerut, Kanpur and Varanasi and normal elsewhere. The lowest minimum temperature in the state was 3.4 degrees celsius recorded at Fatehgarh. The Met department said that the weather would be mainly dry over the state and fog would occur in many parts. It has warned that cold conditions would continue to prevail over many parts of the state during next 24 hours and dense fog with visibility upto 100 metre or less would occur over many parts of UP during next 24 hours. Minor sodomised in Indore school

Indore, Dec 22 (PTI) An 11-year-old student of a government school was allegedly sodomised by unidentified person on the premises of his school. "The incident occurred on December 20 when an unidentified man allegedly picked up the class VI student of the school and subjected him to unnatural sex in one of the class rooms when other students were out on the playground," Malharganj Thana Incharge Sitaram Yadav told said today. The accused fled from the school after committing the crime, he said quoting from the FIR lodged by the victim with the police. A case under sections 377 (sexual activity against the order of nature) and 506 (punishment for criminal intimidation) has been registered against the unidentified person, police said, adding the victim has been referred to a local hospital for medical investigation. Pascal seeks police intervention to enable him meet children

Bangalore, Dec 22 (PTI): French consulate official Pascal Mazurier,recently granted bail in connection with alleged rape of his minor daughter, today requested police to take steps to enable him meet his children for Christmas. Police said Pascal and his 70-year-old mother met the Additional Commissioner of Police (law and order) T Sunil Kumar with this request, saying they wanted to give the children gifts and alleged his wife was preventing them from seeing the kids. The ACP assured them he would do his best to try and see they are able to meet the children. Pascal had filed a petition in High Court, seeking quashing of the case, contending it was solely dependent on circumstantial evidence,though the hospital's medical report, which allegedly indicated sexual abuse, had not linked him. He was chargesheeted on September 17. RPF rescues Rajasthan woman from traffickers

Jalgaon, Dec 22 (PTI) The Railway Protection Force (RPF) today arrested a man and his wife, who hailed from Rajasthan, for allegedly trying to force a woman, also from the same state, into flesh trade. Pappu Karnawat and his wife Leela, both residents of Bundi, allegedly tricked the woman (25) who hailed from Shamgarh (Rajasthan) into accompanying them for a tour around Maharashtra, an RPF officer posted at Bhusawal railway station said. However, the accused duo dumped the woman at Vaitagwadi, a notorious red light area on the city outskirts, he said. According to RPF sources, the woman managed to escape from the area and rushed to the railway station today morning and narrated her plight to RPF staff following which they laid a trap and nabbed Lata when she arrived on one of the platforms in search of the victim. Mumbai, Dec 22 (PTI) A 22-year-old spurned lover stabbed himself to death after badly injuring his college mate in suburban Bandra today. The 19-year-old victim and the accused Nikhil (22) were studying management at a college here and recently had a break-up. According to police, Nikhil accosted the girl and her three friends while they were on their way to the classroom this morning. During a heated argument between the two, Nikhil whipped out a knife from his bag and slashed her several times. Nikhil then stabbed himself around 4-5 times and also slashed his neck. "Both were rushed to Guru Nanak hospital where Nikhil died during admission. The girl is critical but out of danger," said Deputy Police Commissioner N Chavan. PTI VM ABC HU SRE

Corporate bond market key to infra financing: Gokarn

Reserve Bank Deputy Governor Subir Gokarn said there is need for a vibrant corporate bond market for financing infrastructure projects. "The current debate (over developing a sound corporate bond market) is significantly driven by infrastructure financing," Gokarn said, addressing a conference on bond markets organised by the BSE.

He said the government's target to invest around USD 1 trillion in the next five years in the infra sector would materialise only with the development of a strong corporate bond market. The fact that foreign capital is going to play a major role in the infrastructure financing apart from the domestic capital, there is a need for facilitation channels for this capital, Gokarn said.

During the 12th Plan, the country aims to invest USD 1 trillion in the infrastructure sector. The Deputy Governor also pointed out that East Asian economies like Malaysia and Thailand have effectively developed a vibrant bond market. He also said there should be more diversified liquidity in the government bond market without skewed trading in 10-year benchmark G-Secs. At present, the 10-year benchmark sees the highest amount of trading with lesser liquidity in other dated securities.

Referring to regulatory facilitation in this regard, Gokarn said various regulators have to work in tandem to develop an effective bond market. The Deputy Governor, who is also in-charge of monetary policy in the central bank, said an effective bond market can transmit the monetary policy much faster than the banks. "One of the concerns that have come up in the recent years is that banks, which dominate the spectrum, are very slow transmitters. They simply don't react to policy actions and so policy actions sometimes don't translate into market outcome," Gokarn said.

However, he said, one of the big constraints in terms of policy action to market outcomes is the uneven nature of liquidity across the bond market.

New Delhi, Dec 22 (PTI) Amid protests against the brutal gang-rape of a 23-year-old, BJP Rajya Sabha MP Tarun Vijay today wrote to Home Minister Sushilkumar Shinde voicing his anguish at lack of safety in Delhi and requested the ministry to withdraw the security provided to him. "At a time when the entire nation, led by brave Delhi people are protesting at India Gate demanding more security for the citizens and praying for the recovery of the unfortunate girl who fell victim to the animals in human form, it will be unbecoming of me if I continue to have the security cover," Vijay said in his letter to Shinde. Vijay, along with his family members, joined the protesters at India Gate this afternoon. He was provided security cover around five years back when he was a journalist. Vijay had received death threats from terrorist organisation Indian Mujahideen. "I hereby request you to kindly take back the security cover and provide more security and protection to the common citizens who need it more than us," Vijay told Shinde. He also expressed ire at the use of water cannons and lathicharge on the protesting people. Congress MLA, four others booked in murder case

Shimla, Dec 22 (PTI) Five persons, including the newly elected Congress MLA from Doon in Solar district, have been booked on the alleged charges of murder of a woman in Panchkula, police said today. Ram Kumar, a first time MLA, is one of the suspect in murder of a 24-year old woman, who was found dead in Panchkula following which a case has been registered against him by police on November 22 last. The father of the deceased had also filed a complaint alleging that Ram Kumar was in touch with his daughter and late on last Thursday, Punjab and Haryana high Court had also directed the police to speed up investigations. The police immediately swung into action and raided several hideouts of the MLA but failed to nab him. "Police has raided his (Chaudhary's) house in Sandholi (near Baddi) and other places today (Saturday) but he managed to evade arrest. He and other accused have not been joining investigations for quite some time," Superintendent of Police S Arul said. Arul said arrest warrants against all the four accused were issued yesterday. New Delhi, Dec 21 (PTI) President Pranab Mukherjee today honoured archaeologist C Govindarajanar, whose work led to identification of Kannaki Temple in Tamil Nadu, with the Tolkappiyar Award for outstanding contribution in the field of Tamil studies. The award was among the Presidential Awards for Classical Tamil conferred by the President to eminent persons at a function at Rashtrapati Bhavan here today. "Govindarajanar is an eminent archaeologist who did fieldwork for 17 years in the historically important region from Pumpukar to Vanci which led to the identification of the Kannaki Temple. The award carries a certificate of honour, a memento and a one-time cash prize of Rs five lakh," a statement from Rashtrapati Bhavan said. Besides the 92-year-old archaeologist, the President also conferred Kural Pitam Award for 2008-09 to Francois Gros, a French professor who has translated many Tamil classics into French and was Vice President of the International Association of Tamil Research. The award includes a certificate of honour, a memento and a one-time cash prize of Rs five lakh, it said. "Young Scholar Awards for 2008-09 were also conferred on to A Lakshmi Duttai, Dr S Madhavan, Dr M Ramakrishnan and Dr S Sentamizhpavai for showing excellence in Tamil studies. It includes a certificate of honour, a memento and a one-time cash award of Rs one lakh," the statement said. New Delhi, Dec 21 (PTI) A day after BJP MP Maneka Gandhi claimed all party MPs from Uttar Pradesh were against promotion quota bill, her son and MP Varun Gandhi has written to party leadership opposing the legislation saying that such a step will drive a wedge between sections of society. "We have inherited a system in which one person in government can negatively affect the lives of many. Therefore it is imperative that we not compromise on merit and seniority in government promotions," Varun said in his letter to BJP president Nitin Gadkari. "The implications of this bill will be to drive a wedge between sections of society. It will create discontent which is already apparent in the striking of lakhs of government employees of Uttar Pradesh," he wrote in the letter, adding that employment opportunities for the youth will be adversely affected and governance will also suffer. "Youth aspire to a better India in which they have space to grow and fulfil their destinies. Their aspirations lie crushed in the face of this bill," he said. The Pilibhit MP said there was a need for creation of a consensus within the party to oppose the quota in promotions bill. "I humbly request you to work towards a consensus within the party with a view to opposing this bill and addressing the issues that make a large section of our people feel let down," Varun wrote. Varun's mother and party MP from Aonla, Maneka Gandhi had yesterday claimed that all BJP MPs from Uttar Pradesh were against reservation in promotion. Hollywood studios showing interest in Bengal film city

Kolkata, Dec 21 (PTI) Hollywood studios are showing interest in developing the two state-of-the-art film cities planned in West Bengal, Finance Minister Amit Mitra today said. The state government had earlier announced plans of making at least two film cities, one each in Uttarpara, a few km from Kolkata and the other one in north Bengal. "Chief Minister Mamata Banerjee had identified the spots and accordingly land has already been allocated for the two film cities. Expression of interest are flowing in from various quarters," Mitra said at FICCI's media and entertainment business conclave. Recently, executives of company who had developed a film city in Manchester told him that they are interested in developing the ones coming up in Bengal. "Another major studio in the US has also expressed interest. The film industry has tremendous national and international potential," the minister said. The film cities being planned will not only work for the film and television industry but will also be a hub for animation, gaming and special effects, he said. Stating that infrastructure is very critical for the industry, Mitra said Bengal is already a hub of creativity and with the film cities, the entire eco-system will be complete. On a number of occasions, Chief Minister Mamata Banerjee has said that Tollywood must reach out to Bollywood and Hollywood to bridge the gap between the film industries. New Delhi, Dec 21 (PTI) A Parliamentary panel has issued summons to Union Home Secretary R K Singh and Delhi Police Commissioner Neeraj Kumar in connection with the recent gang-rape and brutal assault of a paramedic student in the national capital. The Parliament's Standing Committee on Home Affairs has sent notices to both to be present at its meeting on December 27, where the security situation in the country, and Delhi in particular, will be discussed in the wake of the recent rape incident. The Committee chaired by BJP Rajya Sabha member M Venkaiah Naidu will also discuss setting up fast-track courts to try perpetrators of such heinous crimes and granting of exemplary punishment to them. Sources close to Naidu said the Parliamentary panel has convened its meeting in the wake of rising incidents of rape in Delhi and to discuss measures to check increasing crime in the capital. Delhi Police has come under sharp attack on the issue of law and order in the national capital, especially safety of women. Govt realises Rs 181 cr tax based on info provided by France

New Delhi, Dec 20 (PTI) The government today said tax authorities have realised Rs 181 crore on undisclosed income of Rs 565 crore detected so far on the basis of information provided by the French government relating to certain bank accounts in a Switzerland bank. "On the request of the government and persistent follow up in June 2011, France has provided details of Indians having bank accounts in one of the banks of Switzerland, under the provisions of Double Taxation Avoidance Convention (DTAC) between India and France," Minister of State for Finance S S Palanimanickam said in a written reply in the Rajya Sabha. Investigation conducted led to detection of undisclosed income of about Rs 565 crore and realisation of taxes of about Rs 181 crore, he said. Palanimanickam also added that the investigation in the cases where information was received from France are under progress including with the foreign tax authorities to obtain more information. Based on the information received from the Government of France relating to certain bank accounts reportedly held by certain individuals or non-individuals in a foreign bank, he said, investigations have been undertaken by different jurisdictional authorities under the Income Tax Act 1961. In a separate response, Palanimanickam said government receives information from various countries regarding assets including bank accounts held abroad by Indians under the respective Double Taxation Avoidance Agreements (DTAAs) or Tax Information Exchange Agreements. Based on information received since March 2009 under DTAAs regarding foreign bank accounts maintained by certain individuals or non-individuals, undisclosed income of about Rs 600 crore has been detected and taxes of about Rs 200 crore have already been realised, he said. Gujarat polls: BJP bags 52 seats, Congress 27

Ahmedabad, Dec 20 (PTI) Continuing its impressive showing, BJP has won 52 of the 81 seats results of which have been declared so far in Gujarat, even as two top Congress leaders in the state bit the dust. Ruling BJP, which appeared all set to retain power for the fourth time in a row, is leading in another 65 seats. Congress has won in 27 seats and is leading in 32. In major blow for the Congress, its state unit chief Arjun Modhwadia lost the Porbandar seat to Babu Bokhiria of BJP by 17,146 votes, while Leader of Opposition Shaktisinh Gohil was defeated by Minister of State for fisheries Purushottam Solanki of the saffron party by 18,554 votes in Bhavnagar rural constituency. Both were strong contenders for chief ministership in the event of Congress coming to power. Once BJP satrap before Narendra Modi exploded on Gujarat's political landscape, Shankarsinh Vaghela of the Congress, however, managed to win Kapadvanj seat defeating Kanubhai Dabhi of BJP by a margin of 6597 votes. Vaghela, a five-time MP, is a former Chief Minister and Union Minister. Gujarat Parivartan Party president Keshubhai Patel scored a facile victory in Visavadar in Saurashtra defeating BJP's Kanubhai Bhalala by over 42,000 votes. However, his outfit, formed months ahead of the elections, failed to put up a challenge to Modi and BJP even in the Saurashtra-Kutch belt where his Leuva Patel community holds sway. Rebel BJP MLA Kanu Kalsaria, who formed his Sadbhavna Manch before the elections, bit the dust, finishing third in Gariadhar securing little over 10,000 votes. Neyveli (TN), Dec 20 (PTI): More than 2,000 CPI members led by its Tamil Nadu unit secretary D Pandian were arrested here today when they attempted to picket the Neyveli Lignite Corporation office here demanding allocation of entire quanity of power produced by the central PSU to the state. The protesters demanded that the entire 2,490 mw of power generated by the thermal units run by NLC be supplied to the state, facing acute power shortage. As the protesters, including party MLA Lingamuthu, marched toward the corporate office of the NLC, they were arrested by police led by DSP Uma. All of them have been lodged in marriage halls, police said. Pandian told reporters that the normal life of people in the state had been affected because of the shortage of power and water which required remedial steps not only by the state government but also the Centre. Israel charges Tel Aviv bus bomb suspect

JERUSALEM (Reuters) - Israel charged an Israeli Arab citizen on Wednesday over a bomb explosion on a Tel Aviv bus during Israel's November military offensive in the Palestinian Gaza Strip, the Justice Ministry said.

The bus was driving close to Israel's defence ministry complex when the bomb went off on November 21, wounding 15 people.

Mohammed Mafarja, 18, is accused of planting the bomb on behalf of Hamas, the Islamist group which rules Gaza, to boost their cause during the conflict with Israel.

Israel launched an offensive against Hamas and other Gaza militant factions on November 14 with the declared aim of stopping their rocket fire into its territory. Some 170 Palestinians and six Israelis were killed in the fighting that lasted eight days.

Three Palestinians from the Israeli-occupied West Bank were arrested along with Mafarja last month and are still in custody, a police spokesman said. They are suspected of recruiting the teenager to carry out the bombing.

Mafarja, according to the charges, notified his handlers when the bomb was in place on the commuter bus and they then detonated the device with a mobile phone.

No trial date was set and Mafarja's lawyer asked for three weeks to study the charge sheet.

However, no casualties were reported as the fire broke out in a portion where food material was being stored in the factory---Winpack Private Limited-- Range Forest Officer Ramaswamy said. Savile police arrest London man in his 70s

LONDON (Reuters) - Police investigating alleged child abuse centring on former BBC presenter Jimmy Savile said on Wednesday they have arrested a man in his 70s.

The unnamed man, from London, was arrested at 6.30 am on suspicion of sexual offences and taken to a south London police station, they added in a statement.

Police are dividing their investigation into three strands: offences allegedly committed alone by Savile, who died last year aged 84, offences committed by him with others and offences committed by others alone.

The statement said Wednesday's arrest fell into the second category: Savile and others. It was the eighth arrest in an operation police have codenamed "Yewtree".

The allegations of abuse have shaken Britain's state-funded broadcaster and shocked fans of Savile, who was as famous for his charity work as he was for his eccentric TV style.

Earlier this month, police said Savile is suspected of carrying out an unprecedented number of sex offences including 31 rapes.

News of Savile's crimes threw the BBC into turmoil, led to the resignation of its director general just 54 days into his job and provoked awkward questions for his predecessor Mark Thompson, who recently took over as chief executive of the New York Times.

Detectives launched their inquiry following reports in a TV documentary that Savile had abused young girls on BBC premises and at hospitals where he did charity work.

So far, 450 people have come forward with allegations about Savile, mostly dealing with sexual abuse.

Savile is now a suspect in 199 crimes, the vast majority of them involving children or young people, police say.

Forest area declines in 14 states of India: report

Bhopal, Dec 19 (PTI) The forest cover in the country has decreased by 367 sq kms with the green area decreasing in 14 states, as per a forest report released here today. According to India State of Forest Report-2011, forest cover has decreased in 14 states including Andhra Pradesh, Manipur, Nagaland, Arunachal Pradesh, Mizoram, Assam, Kerala, Chhattisgarh, Gujarat, Maharashtra, Meghalaya and Tripura, an official release said here today. However, the forest cover has increased in Bihar, Goa, Haryana, Jammu-Kashmir, Karnataka and Andaman-Nicobar. Three states - Madhya Pradesh, Delhi and Sikkim - have maintained their forest cover, the release said. Madhya Pradesh is still on top in the country with total 77,700 sq kms forest cover followed by Arunachal Pradesh with 67,410 sq kms, an official release said here today while quoting the State of Forest Report 2011. Next in the list is Chhattisgarh with 55,674 sq kms, followed by Maharashtra with 50,646 sq kms and Odisha with 48,903 sq kms of forest cover. Madhya Pradesh Forest Minister Sartaj Singh has directed officers to facilitate increase in density of forest cover by planting maximum saplings in moderately dense areas and further strengthening forest protection arrangements. Out of the total forest cover in the state, there are extremely dense forests over 6,640 sq kms and dense forests in 34,986 sq kms, whose density needs to be increased. Moderately dense forest area is spread over 36,074 sq kms while open area is 16,989 sq kms. In terms of percentage, seven per cent of the total forest cover is extremely dense, 36 per cent dense, 39 per cent moderately dense and 18 per cent open area, the release added. PTI AS GK RCJ BSM

Kingfisher, which Mallya launched in 2005, was once India's second-largest airline by domestic market share, but is now in deep financial distress. It has been grounded since October 1 following a strike by its pilots and engineers over non-payment of salary dues and its flying license has been suspended. 2-yr-old thrown out of moving bus by father, survives

Nashik, Dec 18 (PTI) A two-year-old girl had a miraculous escape after her father threw her from a moving bus following a quarrel with her mother, police said today. Malegaon resident Abdul Rahim Ansari and his wife Farzana had a tiff over some issue yesterday while they were travelling in a bus with their daughter Ayesha near Dhule on the Mumbai-Agra national highway. In a fit of anger, Abdul threw his daughter out of the moving MSRTC bus near Residency hotel on the highway. However, the girl escaped with minor injuries and was taken to Dhule civil hospital for check-up, police said. Meanwhile, search is on to nab Abdul, who fled from the hospital, they added. Russia expects Obama visit despite "mini-crisis" in ties

MOSCOW (Reuters) - President Barack Obama is likely to visit Russia in the first half of 2013 despite a "mini-crisis" in relations over U.S. moves to punish Russians accused of rights violations, the Kremlin said on Tuesday.

Yuri Ushakov, a foreign policy adviser to President Vladimir Putin, gave no further details. Obama and Putin have both signalled since winning presidential elections this year that they want an improvement in U.S.-Russian ties.
