Expenditure Management Panel has submitted interim report to Finance Minster, suggesting ways to rationalise government spend, subsidies for Budget FY16.
The panel is learnt to have recommended ways to achieve fiscal discipline for Budget FY16 by suggesting better targeting of Kerosene, LPG subsidies and cutting government spend via levying user charges on services to shore up non-tax revenues.
The committee, chaired by Bimal Jalan, will submit more than one report before final report for Budget FY17.
"We have submitted interim report to FM for consideration in the coming Budget. The terms of reference are very clear. This is not so much on reforms as management of government spend," Jalan said.
It may be recalled that Finance Minister Arun Jaitely in his Budget FY15 speech had said that food and petroleum subsidy mechanism will be overhauled.
