Loot in UP Roadways bus

Aligarh, Oct 18 (PTI) Passengers of a UP Roadways bus travelling from Moradabad to Aligarh was looted in broad daylight near Narona village this afternoon, police said. Armed men reportedly boarded the bus at Atrauli and shortly after it started to move, they looted the passengers at gun point. They then forced the driver to stop and sped away on the motorcycle being steered behind the bus by one of their accomplices. The exact amount of the money stolen is still not clear, police added. Youth guilty of drunken driving released on probation

New Delhi, Oct 17 (PTI) A youth held guilty of driving his motorbike in a drunken state has been released on probation of three months by a Delhi court on the ground that sentencing him to jail term would adversely affect his life and family. Additional Sessions Judge (ASJ) Vikas Dhull let off South West Delhi resident Raju Singh on probation, setting aside the five-day jail term given to him by a trial court. "This is the first offence of the appellant under the Motor Vehicle Act. Raju is stated to be employed in a private job and sentencing the appellant for imprisonment will adversely affect his life and family. "Appellant deserves to be given a chance for reformation. The impugned order is accordingly set aside... The appellant is given the benefit of probation," the judge said. The court's order came on Singh's plea challenging the trial court's July 10 order sentencing him to five days in jail for driving his motorcycle in an inebriated state early this year in South West Delhi area. The trial court had also imposed a fine of Rs 2,000 on him. Seeking the relief, Singh's counsel had told the court that Raju is employed in private sector and is responsible for supporting his parents, wife and two minor children. The court ordered him to maintain good conduct and behaviour and gave the trial court the liberty to sentence him if he is found guilty of drunken driving during his period of probation. 1981 AI plane hijack: All 5 accused are absconding, says court

New Delhi, Oct 17 (PTI) A Delhi court has issued a proclamation against five alleged Sikh militants, who were deported back to India in 2000 after serving a life term in Pakistan for hijacking an Air India plane to that country in 1981, asking them to appear before it on December 3. Additional Chief Metropolitan Magistrate Sameer Bajpai said the five accused, Tajender Pal Singh, Satnam Singh, Gajender Singh, Karan Singh Kini and Jasbir Singh Jima have been absconding as non-bailable warrants (NBWs) issued against them have been unexecuted and ordered that a proclamation for absconding persons be issued. "NBWs against all accused persons remained unexecuted. After going through the report, I am satisfied that the accused persons have absconded. Process under section 82 CrPC (proclamation for person absconding) be issued against accused Tajender Pal Singh, Satnam Singh, Gajender Singh, Karan Singh Kini and Jasbir Singh Jima through DCP, Crime Branch for December 3," the magistrate said. Under section 82 of the Criminal Procedure Code (CrPC), if the court is convinced that a person against whom a warrant has been issued by it has absconded or is concealing himself so that such warrant cannot be executed, it may publish a written proclamation requiring him to appear at a specific place and at a specified time. The NBWs against the five accused were issued by the court in pursuance of a sessions court order which had earlier asked their fresh trial here in the same hijacking case of 1981, but for different offences arising out of it. The warrants were issued after the court had taken cognisance of the Delhi police charge sheet, which was filed against the five in 2011 on the sessions court's order. The Delhi Police has filed charges under sections 121 (waging war against Government of India), 121A (conspiring to commit certain offences against the state), 124A (sedition) and 120B (criminal conspiracy) of the Indian Penal Code against the five. Self Inspection Format to Hills, Barak Valley DCs and SDOs

Guwahati, Oct 17 (PTI) To improve performance in service delivery, Deputy Commissioners of two hill districts and Barak Valley along with some SDOs in Assam have been issued a Self Inspection Format, official sources said today. The Commissionerate of Hills and Barak Valley Division has issued the Self Inspection Format to the DCs of Dima Hasao, Karbi Anglong, Cachar, Silchar, Karimganj and Hailakandi districts, besides the Sub-Divisional Officers of Lakhipur (Cachar), Bokajan and Hamren (Karbi Anglong). The sources said the format was aimed at enabling the DC and SDO (Civil) establishments to consolidate the office process and systems apart from enhancing transparency and accountability. The format would also enable the state government to know the difficulties faced by the DC and SDO establishments, the sources said, adding, it would facilitate a comprehensive inspection of the establishments by the Commissionerate on an annual basis. The format was prepared predominantly on the basis of the inputs and feedback of DCs and SDOs of the Hills and Barak Valley Division of the state. Most of the branch specific formats were finalised in consultation with the respective departmental officers, the Assam Inspection Manual, Government of Assam, 1959 and the Government of Assam Questionnaire for the Inspection of the DCs and SDOs of 1957. Admitting there is scope for further improvement, the Commissionerate envisaged that with usage over time it would evolve as a more standardised, stabilised format and will help in achieving the desired results. Senior govt official held on bribery charge

Dehradun, Oct 17 (PTI) Vigilance officials have arrested a senior government official in Uttarakhand while allegedly taking a bribe of Rs one lakh from a Delhi-based entrepreneur. Karna Singh Haldar, the manager of Tehri district industrial centre at Dhalwala, was arrested outside his office yesterday following a complaint by the entrepreneur Mahesh Joshi, vigilance officials said today. Joshi had lodged a complaint against Haldar alleging that the official had demanded a bribe from him in return for clearing a subsidy of Rs 18,69,035 granted to him by the Union government under a tourism promotion scheme for building a resort at Shivpuri, Tehri. Antony calls for restraint in resolving S China Sea dispute

New Delhi, Oct 16 (PTI) Against the backdrop of a tiff between India and China over the South China Sea, Defence Minister A K Antony today called for exercising restraint to resolve the issue while pressing for freedom of navigation and access to resources. "Our view is that all countries should exercise restraint and resolve the issue through dialogues according to principles of international law," Antony said in Jakarta after meeting his Indonesian counterpart Purnomo Yusgiantoro. The Defence Minister is in Indonesia on a three-day visit. "India supports the freedom of navigation and access to resources in accordance with principles of international law and these should be respected by all," he said. In recent times, China and several other countries have been engaged in territorial disputes in the South China Sea territory. China has also objected to oil exploration by Indian companies in partnership with Vietnam. Talking about the power rivalries in the Indian Ocean Region (IOR), Antony said although these are being conducted in local theatres, the impact is felt in the wider regional arena and also, globally. "We have a stake in the maintenance of peace and stability in our immediate and extended neighbourhood. This includes the entire IOR to our east and west," he said. The Minister's remarks come in wake of the increasing presence of the Chinese Navy in the IOR and the launch of its latest aircraft carrier 'Varyag'. "We have a vital stake in the evolution of balance security and cooperation mechanisms through which we can build consensus and pursue dialogue. INSIGHT - Leeds United suitor looks to have little financial muscle

ZURICH/DUBAI/LONDON (Reuters) - Having seen an Abu Dhabi billionaire's money help Manchester City become English soccer champions last year, Leeds United supporters dared to dream of something similar at Elland Road, the ground the club was forced to sell to stay afloat.

But the Dubai-based investment firm negotiating to take over Leeds, one of English soccer's most famous clubs, appears to have little financial fire power to complete the deal, accounts of its Bahrain parent firm Gulf Finance House show.

The Bahrain company, meanwhile, has previously taken big fees from projects that rarely see completion, according to an internal document from 2010 reviewed by Reuters and verified by four former insiders.

Leeds has been in steep decline for a decade, on and off the football pitch.

Dubai-based GFH Capital is in exclusive talks to buy Leeds, which it estimates has a market value of around 52 million pounds. But GFH group had more than a quarter of a billion dollars of accumulated losses and less than $6 million in cash at the end of June.

"Words don't buy football clubs; money buys football clubs. We would expect to see evidence of GFH's ability to fulfil their claims and promises in the very near future after the takeover," said Gary Cooper, Chairman of the Leeds United Supporters' Trust, an independent fan group with over 8,300 members.

GFH Capital Chief Executive David Haigh said his company had the resources to complete the transaction and buy new players, but gave no further details on the deal, citing a non-disclosure agreement during negotiations.

"We have the funds to buy the club, and it is our intention to buy Leeds United as quickly as possible," he said. Referring to the period when players are bought and sold, he added: "We have identified a budget for the January transfer window; that is critical for the future requirements of the team."

Leeds United declined to comment, citing the confidentiality agreement, while current owner Ken Bates, who tends to communicate with the press via public statements, told Leeds United channel he was not responsible for the delay in closing the deal, first announced on Sept 27..

LOOKING INTO GFH

An internal Gulf Finance House (GFH) project assessment document of 2010 seen by Reuters and verified by four former insiders showed that by September 2009, GFH and Abu Dhabi Investment House (ADIH), run by GFH founder Esam Janahi's brother Rashad, had jointly raised $1.1 billion from investors to build an economic development zone in Mumbai.

But more than half was extracted in fees and commissions to GFH, ADIH and others before work was even begun, against the 1 or 2 percent management fee typically paid to fund managers, who might then charge a 20 percent performance fee on profits returned to investors. The same pattern is seen in at least five other projects, further 2010 project assessment documents show.

GFH did not return calls or respond to emailed questions about the company's financial condition or the current stage of development of its projects.

Other former executives and regional finance professionals say GFH Capital has a scant track record in doing deals, while its troubled parent has staved off bankruptcy again this year as in 2010, having restructured debt repayments in May and July.

GFH Capital says it can afford the investments to get the club back into the Premier League and buy back the stadium. The group's accounts present a more equivocal picture.

After losing more than a billion dollars over 2009 and 2010, the group reported a profit of just $381,000 in 2011 - less than a month's pay for a top English Premier League player - after slashing staff costs and cancelling staff bonuses already accounted for in previous financial statements.

Cash and cash equivalents decreased by almost $54 million in 2011 and had fallen to $5.8 million at the end of June.

A note in this year's first-half accounts flagged accumulated losses of nearly $300 million, liquid assets insufficient to meet current obligations and material uncertainties that it said could cast doubt on the group's status as a going concern.

Frontier market investment bank Exotix estimates that GFH is losing cash at a rate of $9 million a quarter.

"We remain wary of GFH's ability to carry on as a going concern given its continued inability to produce cash from its core operations," Exotix said in a note.

The Central Bank of Bahrain declined to comment on whether GFH would breach regulatory rules if its subsidiary acquired Leeds. Earlier in October, the Turkish banking regulator rejected GFH Capital's $75 million joint bid for Turkey's Adabank, announced more than a year earlier, citing the partnership's insufficient financial strength.

Since current GFH chairman Esam Janahi founded the firm in 1999, it has announced numerous schemes in the Gulf region and elsewhere, but has completed just one major project.

That was Bahrain Financial Harbour, which was sold to Emar Bahrain, an investment vehicle used by Bahraini Prime Minister Khalifa bin Salman Al Khalifa, after it ran out of money in 2010. Bankers with knowledge of the deal said Al Khalifa initially granted the project land for 1 Bahraini dinar for a 50 percent stake in BFH.

A source who visited the proposed site of Tunis Financial Harbour earlier this year said sheep still graze on the land. Former executives say little or no work has been completed there or on the Libya and Mumbai projects, all multi-billion-dollar developments announced between 2007 and 2010.

GFH did not respond to emailed questions on progress at these projects. Nitan Pandey, an executive at Wadhwa Group, GFH's partner for the Mumbai project, said work might start in a year and a half after government approvals are obtained.

In the meantime, GFH shares have tumbled from a high of $12.79 in June 2008 to just 13 cents now.

"BATES OUT"

Things soured for Leeds early in the millennium as it ran up 79 million pounds in debts. It sacked manager David O'Leary in 2002 and sold its ground, training complex and top players including future England captain Rio Ferdinand, bought by Manchester United for 30 million pounds, then a British record.

In early 2005, with the club just hours from being wound up, former Chelsea owner Bates popped up with a 10 million pound takeover that cut debts to around 17 million pounds.

But relations between the owner and the fans deteriorated as the club floundered in the lower divisions. At recent home matches, hundreds of fans have waved "Bates Out" placards, while Monaco-resident Bates used his match programme notes to dismiss those demonstrating against him as "a few morons".

Bates, now 80, sold Chelsea to Russian oligarch Roman Abramovich for 17 million pounds in 2003 after buying the London club for a pound and running it for more than two decades.
