PERTH (Reuters) - Australia dismissed South Africa for 225 despite another dogged rearguard action from Faf du Plessis before moving shakily to 33-2 at the close of play on a thrilling first day of the third test at the WACA on Friday.

The overhauled Australian pace bowling unit had reduced the tourists to 6-75 with five quick wickets around the lunch break but du Plessis once again proved unmovable until he ran out of tailend partners when unbeaten on 78.

Dale Steyn gave the tourists a quick boost in the late afternoon light when he had opener Ed Cowan caught for a golden duck with his third ball before Vernon Philander removed Shane Watson lbw for 10 after an appeal to the TV umpire.

Opener David Warner, who was unbeaten on 12, and nightwatchman Nathan Lyon, who had made seven, will resume on day two of a test which will decide which of the countries will be number one in the test rankings.

Australia's selectors had earlier been vindicated in their decision to rest Ben Hilfenhaus and Peter Siddle after the pacemen had run themselves into the ground in Adelaide in the wake of a series-ending injury to James Pattinson.

Recalled seamers Mitchell Starc, Mitchell Johnson and debutant John Hastings all got among the wickets to leave South Africa perhaps ruing the decision to bat first on a bouncy WACA track.

All rounder Watson, who missed the two drawn tests in Brisbane and Adelaide with a calf injury, made the first breakthrough with 38 runs on the board when he had Graeme Smith caught in the slips by Michael Clarke for 16.

The South Africans were looking like they might just survive until lunch, albeit with a modest total, before the intervention of left-arm quick Starc.

Two full, late-swinging deliveries in six balls fooled first opener Alviro Petersen (30) and then all rounder Jacques Kallis (2) and ripped through the gate to make a mess of the stumps.

There was to be no respite after lunch and Hashim Amla had already been dropped by Cowan when he was run out by Warner's direct hit without adding to his tally of 11.

Cowan's spill deprived Hastings of his first test wicket but the bowler did not have to wait long to claim it as he found some late movement to have AB de Villiers caught in the slips for four.

South Africa were now well and truly on the rack and it got worse when Johnson finally got some reward for some fine swing bowling with the first of his two wickets.

The sometimes erratic 2009 ICC World Player of Year has struggled with form and fitness in the year since his last test but he proved once again he is a fearsome prospect at the WACA.

Dean Elgar's first test innings lasted just 18 minutes and 12 balls before he caught a top edge with an attempted pull and Matthew Wade took the catch behind the stumps to hand the debutant a duck.

India collapsed from a similar position here last year and Warner had scored a 69-ball century by the end of the first day's play with Australia winning inside three days.

South Africa are made of sterner stuff, however, and du Plessis anchored a stand of 57 with Robin Peterson, 64 with Vernon Philander and 19 with Morne Morkel to triple his country's tally for the last four wickets.

Coming after the 78 and unbeaten 110 he scored to save a draw on his test debut in Adelaide, the 28-year-old now boasts a test batting average of 266.

Lyon broke up all three of du Plessis's big partnerships to finish with figures of 3-41, ending South Africa's innings when he had Morkel caught by Hastings.

Lyon faced the South Africans again with bat in hand sooner than he would have liked to protect the wicket of Ricky Ponting, who is playing his 168th and final test in Perth.

Turkey to press Putin on negotiating end to Assad's rule

ISTANBUL (Reuters) - Turkey will press Russian President Vladimir Putin next week to cooperate in engineering as rapid an end as possible to Syrian President Bashar al-Assad's rule and try to assuage his fears Moscow could lose out after Assad's departure.

He is likely to face an uphill struggle.

Prime Minister Tayyip Erdogan sees Putin as key to quelling a conflict that has sent over a hundred thousand refugees fleeing to Turkish soil and stirred warnings of a sectarian war beyond Syria's borders.

Turkey's carefully nurtured relationship with Russia, governed by its need for energy supplies and mutual security interests across an array of regional hotspots, has already been strained by differences over Syria.

Moscow, one of Syria's closest allies, has vetoed three U.N. Security Council resolutions aimed at putting pressure on Assad, blocking Turkish, Western and Arab efforts to provide U.N. support for the rebel forces trying to topple him.

There is little sign of a change in stance ahead of Putin's visit to Ankara beginning on Monday.

"At the moment, Russia is holding the key ... Russia's attitude is crucial," Erdogan said this week on his way back from a visit to Spain, according to Turkey's Hurriyet newspaper.

Turkish officials say Russia must be assured it does not stand to lose from the going of Assad, who has been Moscow's chief Middle Eastern ally. Syria has been a major client for Russian arms and hosts a naval maintenance facility that is Russia's only military base outside the former Soviet Union.

The loss of influence in Libya after the Western operation to topple Muammar Gaddafi has also made its mark in the Kremlin.

"Russia must be made part of the engagement process ... It's more important and possible to convince Russia to persuade the Assad regime to compromise, rather than to persuade Russia to support the opposition," a source close to the government said.

Moscow has argued in the past that the rebels are dominated by radicals and jihadis who would change the face of Syria if they took power. Turkey will reason that the longer the conflict continues, the greater will become the traction of those very forces. Time is of the essence.

"A stake in what you might refer to as a new Syria shall be the only way. You can't bribe a global power such as Russia. You should try to create a win-win situation," he said.

As Syria's new opposition coalition consolidates, Russia has stepped up efforts to tell the world it is not on Assad's side, part of a bid to cast itself as a neutral player with an interest in peace alone. But it has shown no signs of shifting to join Western rivals in backing the rebels.

Ankara is worried about Syria's chemical weapons, a growing refugee crisis, and Syrian support for Kurdish militants on its soil. It has been a major opposition backer, leading calls for international action and repeatedly scrambling jets to the border in a warning to Damascus.

"The Syrian stalemate can't go on for ever ... The remedy is not to continue but to stop the conflict," said Ibrahim Kalin, Erdogan's foreign policy adviser. "If Assad goes today, what will the world lose? Now is the time to talk."

MUTUAL DEPENDENCE

Putin's visit, as officials on both sides are keen to point out, will also focus on a long and deep business and energy relationship.

Russia provides nearly two-thirds of Turkey's gas supplies and often ramps up its exports to the country during frequent cuts in Iranian gas supplies in the winter.

Russia is also set to help build Turkey's first nuclear power plant, while Russia has long been one of the largest markets for Turkish construction firms.

"The main items on the agenda will be meeting Turkey's natural gas demand during the winter, cooperation on the nuclear power plant ... and other energy issues," said a senior Turkish official.

Improved relations with Russia are invaluable for Turkey at a time when its leading role in opposition to Assad has cost it other friendships in the region. But it has been a fragile relationship in recent months.

Russia voiced strong opposition last week to Turkey's request that NATO deploy surface-to-air Patriot missiles to protect its border with Syria, instead reiterating its proposal for a direct line of communication between Ankara and Damascus.

Turkey and NATO have insisted that the deployment would be a defensive measure and not, as Syrian allies including Russia and Iran perceive, a first step towards implementing a no-fly zone on Syrian territory.

Erdogan's public accusation that Russia was ferrying military equipment to Damascus after Turkish jets forced down an airliner flying from Moscow in October also did little to foster his good relations with Putin.

A month and a half after the plane was intercepted, the Turkish authorities have yet to give any public details on what was in the seized cargo, which Erdogan said included Russian-made munitions bound for Syria's defence ministry.

Putin had been expected to visit Turkey the following week, but his trip was postponed hours before the plane was grounded.

"The plane crisis has surely caused some issues, but the problems will be resolved, even if traces remain. The visit would have been in a better mood if Putin had not cancelled last time," said a second Turkish official.

For more than a year, the two have kept disagreement over Syria from spilling into a relationship governed by business.

Russia plans to build its 63 billion cubic metre South Stream gas pipeline through Turkey's waters to feed Europe. The plan raises Turkey's profile as a partner in the project and gives both countries incentives to maintain friendship.

Russian Energy Minister Alexander Novak is due to meet his Turkish counterpart during the visit and visits to a car manufacturing plant and to the headquarters of Turkey's Denizbank , bought by Russia's top lender Sberbank in June, are also on the agenda.

"Erdogan and Putin have other projects in the bag and they will be discussed as well," the Turkish official said.

State-controlled Russian energy group InterRao is interested in acquiring AEI Energy Holding, the Turkish subsidiary of U.S. company AEI that owns 90 percent of a 478 megawatt power station located 100 km from Istanbul.

Sources familiar with the matter say the deal has been held up for months amid tensions between Moscow and Ankara but Putin's visit may help get it over the line. Houston-based AEI is in the process of selling off its international assets as it winds up its operations.

United captain Vidic set for midweek return

LONDON (Reuters) - Manchester United captain Nemanja Vidic could return to action for next week's Champions League clash against CFR Cluj after missing more than two months with a knee injury, manager Alex Ferguson said on Friday.

The Serbia international has not featured for United since their Champions League encounter with Galatasaray on September 19, but returned to training this week.

"Vidic has probably only played about 10/12 games in the last 18 months," Ferguson said on the club website (www.manutd.com).

"He started training during the week and he's done okay. He hasn't been involved in the real competitive part but at least he's back with the rest.

"It would be nice to play him on Wednesday in the Champions League game against Cluj. I wouldn't be adverse to playing him. Good defenders win you the league."

United, who are top of the Premier League with 33 points from their opening 14 games, travel to second-bottom Reading on Saturday.

Paul Scholes is back from suspension for the match, but winger Nani could be out for another four to five weeks with a hamstring injury.

Winger Antonio Valencia will also miss the trip to Reading but should be fit for the derby with Manchester City next week.

"He's (Valencia) got a hip injury, which is painful, but getting better," Ferguson added.

Kuwait opposition urges vote boycott on eve of election

KUWAIT (Reuters) - Opposition supporters and political activists will march in Kuwait on Friday to urge a voter boycott, one day ahead of a parliamentary election that looks unlikely to ease tensions in the U.S. ally and oil producer.

Campaigners and opposition politicians, who have already said they will not stand, called the rally to protest against a change in voting rules which they argue would skew the poll in favour of pro-government candidates.

The Gulf Arab state has held four parliamentary elections since 2006, after a series of assemblies collapsed due to a power struggle between elected lawmakers and a government that is appointed by a prime minister chosen by the emir.

Ruler Sheikh Sabah al-Ahmad al-Sabah used emergency powers in October to cut the number of votes per citizen to one from four, saying the change would fix a flawed system and preserve security and stability.

In the past, candidates called on supporters to cast additional ballots for their allies. Supporters of that system say such informal affiliations are crucial in a country where political parties are banned.

"I am conscious that there are those who have called for a boycott of the election," Information Minister Sheikh Mohammad al-Mubarak al-Sabah said late on Thursday, state news agency KUNA reported.

"I find this of great regret and I hope to the bottom of my heart that the 400,000-plus Kuwaitis who have the ability to cast their vote for their preferred candidate will exercise their democratic right to do so."

The opposition, a disparate collection of moderate Islamists, Salafis and populist politicians whose bloc won a majority in the last election in February, dominated parliament until it was dissolved after a June court ruling.

Protesters say they seek reform, not revolution in the mould of the Arab Spring revolts which toppled several leaders in the region last year.

The opposition has won the backing of youth groups who have already helped organise protests against the voting rule change. Previous demonstrations have drawn tens of thousands.

POWER STRUGGLE

The "Nation's Dignity" march is scheduled to start at around 3 p.m. (1200 GMT) in various locations in Kuwait City and then converge on Kuwait Towers, a landmark on the northeastern coast of the capital.

Kuwait has the most open political system among the Gulf Arab states and the government authorised the march, aiming to ease tensions ahead of the poll.

Kuwaitis often hold protest rallies outside parliament. But recent marches in the streets beyond, which authorities said were unlicensed, were broken up by police using teargas, smoke bombs and baton charges.

Kuwait's parliament has legislative powers and the ability to question ministers. But the Al-Sabah family, which has ruled Kuwait for 250 years, holds important levers of power.

With opposition lawmakers opting out, the incoming parliament will include many political newcomers, and it remains to be seen whether the assembly will have a less confrontational relationship with the government than before.

A low turnout would undermine parliament's legitimacy in the eyes of many Kuwaitis and could aggravate tensions on the street, diplomats and analysts say.

Opposition lawmakers won around two-thirds of the 50-seat National Assembly in February and formed a bloc which put pressure on the government, forcing two ministers out of office. The power struggle has held up investment and economic reforms.

The government says opposition lawmakers use the parliament to settle scores, rather than helping pass laws needed for economic development. Opposition politicians accuse the government of mismanagement and have called for an elected cabinet.

19 Delhi farmhouses issued notices for misuse of land

New Delhi, Nov 29 (PTI) Nineteen farmhouses in Delhi have been issued notices for misuse of land, the Urban Development ministry today said. "On the basis of information furnished by North and South Delhi Municipal Corporation, the office of the Director (Local Bodies), Government of NCT of Delhi has informed that 19 farm houses have been issued notices for misuse of land," Minister of state in UD ministry Deepa Dasmunshi told Rajya Sabha in response to a question. She said that as per the records, there are 3,697 sanctioned farm houses in Delhi. "The farm houses duly approved and meeting stipulated conditions may hold social functions like wedding, parties, etc. as per guidelines issued by Government of National Capital Territory of Delhi," she said. In response to another question, Dasmunshi said that the Government had sanctioned the proposal for metro connectivity from Dwarka to Najafgarh covering a length of 5.50 km at an estimated completion cost of Rs 1070 crore. China keen to fund Mah hospital;wants it named after Dr Kotnis

Mumbai, Nov 28 (PTI) China has evinced interest in providing funds for modernisation of the government hospital in Vengurla in Sindhudurg district provided it is named after Dr Dwarkanath Shantaram Kotnis, one of five Indian physicians dispatched to China for medical assistance during the second Sino-Japanese war in 1938. Besides being known for his dedication and perseverance, Dr Kotnis is regarded as an example for Sino-Indian friendship and collaboration. He continues to be revered by the Chinese people. Last week, Chinese Consulate General in Mumbai Niu Qingbao met Health Minister Suresh Shetty to discuss the modernisation and upgradation of the 30-bedded Government Hospital in Vengurla and said his government was keen to provide financial assistance for the same. A health department official said the state government has already given approval to upgrade the hospital to 50 beds. Dr Kotnis, who was born in Solapur, also lived in Vengurla. "Qingbao was informed that after getting a detailed proposal from the Chinese authorities in this regard, it would be forwarded to the Centre for final decision," the official said. Kotnis, who was 28 when he went to China, stayed in the country for almost five years working in mobile clinics to treat wounded soldiers. He died of epilepsy on December 9, 1942 at the age of 32. Airport adds personal touch to woo big-spending Chinese

FRANKFURT (Reuters) - In the gleaming open spaces of a duty free store at Frankfurt airport, 32 year old Benny from China is ticking off items on his shopping list with the aid of the airport's new Mandarin-speaking personal shopper, Wasim Hussein.

"It's a great service," Benny, a student who was in Germany visiting friends, said in Chinese, displaying a shopping list on his iPhone that includes Estee Lauder face creams at 50 euros apiece as presents for his wife and friends.

Frankfurt airport's new personal shopper service is just one example of how leisure and travel firms in crisis-stricken Europe are trying to tap the seemingly inexhaustible spending power of Chinese tourists.

The Chinese spent $73 billion on overseas travel in 2011, according to the UN World Tourism Organization, up 32 percent on 2010, and with growth running at a similar rate they could overtake Germans as the world's biggest spenders on foreign travel this year.

In the third quarter alone, tax-free shopping by Chinese citizens leapt 58 percent, data from tourist shopping specialist Global Blue show, and in August they accounted for almost 30 percent of all global tax-free sales.

Many are coming to Europe, with Chinese travellers topping the tax-free shopping leaderboard in cities like London, Paris and Frankfurt, and even if China's rapid pace of economic growth starts to moderate, there are signs that trend will continue.

"As yet, less than 2 percent of China's population has travelled beyond Greater China, so the potential for continuing growth remains vast, even if China's economy does slow in the coming years," Global Blue said.

VisitBritain predicts the amount of money spent by Chinese tourists in Britain each year will jump 157 percent to 618 million pounds by 2020 from 240 million in 2011.

"Seen from a Chinese tour bus, the continent of Europe is not so much an ancient collection of cities and nations as a glittering emporium stocked with brands," it said in a recent strategy document.

"MR AIRPORT"

While catering for foreign travellers can be expensive, the rewards of attracting Chinese shoppers into your stores are huge. The Chinese Tourism Academy estimates Chinese travellers spend on average around $1,000 on shopping when abroad.

This willingness to spend is driven by a culture of gift giving and old wisdom that a person away from home should return with a souvenir, said Xu Jing, Asia Pacific regional director at the UN World Tourism Organization.

"When travellers from China go to Europe, this is a lifetime trip and they go out of their way to buy, even if it's out of their budget," he said, explaining that a box of chocolates just doesn't suffice as a gift and could even cause offence.

The 1 million travellers from China who come each year through Frankfurt airport, Europe's third largest, now make up the biggest customer base for the Heinemann duty free store there and numbers are growing, said one worker.

"They love Chanel perfume. Some buy 10, 15 bottles at once," she said, declining to give her name due to company policy.

The idea of a dedicated advice service for Chinese customers was proposed by employees at the airport's operator, Fraport, after cultural barriers became evident among the rows of expensive European lotions and potions.

"There was a huge language barrier and they often got lost," said Fraport customer service manager Thomas Kirner.

Enter Wasim, whose father is Pakistani and mother German, and who was drawn to Chinese culture and language through a love of Kung Fu.

"You need a lot of patience - to be flexible, like bamboo," said 43-year old Wasim of his job, in which he can also offer to speak French and English along with German and Mandarin.

News of Wasim's personal shopping service is spreading fast. On arrival in Frankfurt, many travellers from China simply ask for "Mr Airport."

China considers easing family planning rules

BEIJING (Reuters) - China is considering changes to its one-child policy, a former family planning official said, with government advisory bodies drafting proposals in the face of a rapidly ageing society in the world's most populous nation.

Proposed changes would allow for urban couples to have a second child, even if one of the parents is themselves not an only child, the China Daily cited Zhang Weiqing, the former head of the National Population and Family Planning Commission, as saying on Wednesday.

Under current rules, urban couples are permitted a second child if both parents do not have siblings. Looser restrictions on rural couples means many have more than one child.

Population scholars have cited mounting demographic challenges in their calls for reform of the strict policy, introduced in 1979 to limit births in China, which now has 1.34 billion people.

Zhang said the commission and other population research institutes have submitted policy recommendations to the government.

Zhang, who serves on China's congressional advisory body, said any changes if adopted would be gradual.

"China's population policy has always taken into account demographic changes but any fine-tuning to the policy should be gradual and consider the situation in different areas," China Daily cited Zhang as saying.

The relaxed policy might be implemented first in "economically productive regions" and places that have followed closely existing regulations, the paper said.

ABORTIONS, TENSION

President Hu Jintao dropped a standard reference to maintaining low birth rates in his work report to the ruling Communist Party's five-yearly congress in early November, a break which some experts see as evidence of an imminent change to the one-child policy.

Demographers warn that the policy has led to a rapidly greying population that could hamper China's economic competitiveness.

Critics say it also has fuelled forced abortions and increased social tension stemming from an imbalance in the number of boys and girls.

Though forced abortions are illegal in China, officials have long been known to compel women to have the procedures to meet birth-rate targets.

This year, debate over the country's strict family planning rules erupted after a woman in the northwestern province of Shaanxi was forced by officials to have an abortion after seven months of pregnancy.

A growing number of experts expect a change to the policy, partly because of the demographic imbalances it is causing.

Two senior cops suspended for Facebook arrest

Mumbai, Nov 27 (PTI) The Maharashtra government today suspended two police officers, including a Superintendent of Police, following the row over the arrest of two girls from Palghar in neighbouring Thane district for a Facebook post on the shutdown in Mumbai for Bal Thackeray's funeral. SP (Thane rural) Ravindra Sengaonkar and senior police inspector Shrikant Pingle have been suspended in the case, state's Home Minister R R Patil told reporters. He said action has been taken after obtaining legal advice. "There was no need to charge the girls under wrong sections," Patil said, adding that there was no need to take hasty action (against the girls). The girls Shaheen Dhada and Rinu Shrinivasan, both 21, were arrested after Dhada had lamented in a Facebook post the November 18 shutdown due to Thackeray's funeral. Shrinivasan had 'liked' the post. Though Dhada didn't name Thackeray, the local Sena leader complained against the girls and police arrested the duo on November 19, sparing an outrage. On November 20, police arrested the vandals who had damaged Shaheen's uncle's hospital on November 18, despite her removing the post and apologising that day itself. PTI VT SK HU

New Delhi, May 27 (PTI) Three years into the probe, CBI has not arrived at any loss figures in the 2G scam which its outgoing chief A P Singh considers as the "biggest scam" of his tenure. After an eventful two-year tenure which saw some big corruption scams such as 2G spectrum allocation scam, Commonwealth Games, Tatra BEML scam, Adarsh Society scam, coal block allocation scam among others as the CBI Director, Amar Pratap Singh will be demitting the post on November 30. Responding to a question as to which one of the scams remained the biggest scam during his tenure he said, "I would say 2G definitely". When asked was it because of the figures involved, he said, "Not because of the figures but the complications involved and monitoring by the Supreme Court". When asked whether CBI has been able to arrive at any loss figures arising out of 2G spectrum scam, Singh said, "No we have not given any loss figures." About the figures given in its charge sheet, the CBI Director said that they had arrived at the figure of 30,000 crore as 3.5 times of the indexed price of 2001. "But we had not termed it as loss. It was a notional figure that this could have been the price," Singh said. Singh said while taking charge two years ago he had said that agency would not hesitate to take action against anybody, howsoever, high and mighty of there was evidence and that the functioning of the CBI would be transparent and the officers of the CBI would be insulated against any outsides pressure and they would be free to investigate fairly and impartially. "These comments were made in the backdrop of the impending actions in 2G and Adarsh cases and CWG cases against high profile accused. Bad air quality in Delhi a health risk: Govt

New Delhi, Nov 27 (PTI) Deteriorating air quality in the national capital could be a reason for serious health risk, government today said but maintained that there is no conclusive data to establish it. Environment Minister Jayanthi Natarajan also informed the Rajya Sabha that the Central Pollution Control Board (CPCB) is monitoring air quality in Delhi and steps have been taken to control environmental pollution. Noting that health effects, such as manifestation of respiratory ailments, could be associated with pollution, she said, "Due to various confounding factors, no conclusive data established co-relation between pollution and consequential health impacts." In a written reply, she said the data from 2001 to 2011 indicate that the SO2 levels were within prescribed National Ambient Air Quality Standards. "However, the levels of NO2 and PM10 exceeded prescribed standards," she said. Steps taken by the Government to control environmental pollution include formulation of a comprehensive policy for abatement of pollution, supply of improved auto-fuel and tightening of vehicular and industrial emission norms, she said. New Delhi, Nov 24 (PTI) Senior IPS officer S Asif Ibrahim is tipped to be the new Intelligence Bureau chief, the first Muslim to head the organisation, official sources said tonight. Asif, a 1977 batch IPS, made it to the top slot because of his wide range of experience in covering various departments of the organisation which mainly deal with intelligence pertaining to internal security, they said. He succeeds Nehchal Sandhu who retires on December 31. There were three officers senior to Asif in the IB who have been given different assignments -- R N Gupta, Rajgopal, Yashovardhan Azad - all 1976 batch IPS officers while Jairaman is from the 1977 batch. They have been accommodated as OSD to Cabinet Secretary, chief of Joint Intelligence Committee, Secretary (Security), and director of National Police Academy respectively. Inquiry ordered into death of lioness in Gir

Vadodara, Nov 24 (PTI) The forest department has ordered an inquiry into the finding of a lioness carcass at Umrethi in Talala taluka of Junagadh district, official said. "The lioness was about eight years old and the carcass was found floating in the dam on Friday," District Forest Officer Dr Ramesh Kumar told PTI. The dam is located in Gir forest division, Kumar said, adding that the lioness might have died about two days back. A panel of veterinary doctors conducted autopsy on the spot and the viscera of the animal was sent to the Forensic Science Laboratory in Junagadh for further examination. Kolkata, Nov 24 (PTI) Full subsidy to food is of `paramount' importance for countries like India, Chairman of Prime Minister's Economic Advisory Council C Rangarajan today said. "The target of the government as a part of fiscal consolidation exercise is to bring down subsidies as a percentage of GDP. But providing complete food subsidy is of paramount importance for countries like India," he said here. For this purpose, other subsidies would have to be pruned like those on petroleum products and diesel which the government had done recently, he said speaking at an interactive session at the MCC Chamber of Commerce and Industry. Rangarajan said the government had laid down the road map for fiscal consolidation as both higher fiscal deficit and current account deficit (CAD) deters capital flows. The former RBI governor said taming inflation by the right balance of monetary and fiscal policies was also important at the moment and the government was tackling the issue with extreme seriousness. Rangarajan said rating agencies should take note of the various measures being taken by the government. According to him, growth rate had slowed down but not to the extent which other countries had experienced. "A nation which has a stable taxation regime and reforms process is on the move," he said. Going by economic trends, Rangarajan said growth would be between 5.5 per cent to six per cent in the current fiscal and CAD would be between 3.5 per cent to 3.6 per cent of GDP . The trends also point out that capital flows would be adequate to finance CAD and rupee would not depreciate further and stay at current levels, he added. PTI DC KK TVS

500 inducted in BSF as constables

Srinagar, Nov 24 (PTI) Over 500 fresh recruits were inducted as constables in the Border Security Force (BSF), after the Passing Out Parade held at its training centre in Humhama on outskirts of the city today. Among the graduates, 320 candidates were from Bihar, 94 from Uttar Pradesh, 75 from Jharkhand, 24 from Jammu and Kashmir, 11 from Maharashtra, 7 from Odisha and 14 from other states. Besides regular training, the cadets were trained in counter-insurgency, anti-terrorism and commando operations and also learnt field engineering, field craft and minor tactics. The parade was attended by Inspector General (frontier) KK Sharma. The subsidiary training centre here has so far trained 12,436 recruits, 305 Comn personnel and 3,293 Group 'C' staff which includes 1,913 Kashmiri youth, some of whom are surrendered militants, a BSF spokesperson said. MOSCOW (Reuters) - Jailed Pussy Riot punk protester Maria Alyokhina has been moved to a single cell at her own request because of tensions with fellow prisoners, Russia's federal penitentiary service said on Friday.

Alyokhina, 24, is serving a two-year sentence for carrying out a raucous protest against President Vladimir Putin in Moscow's main Russian Orthodox cathedral. Activists said her trial, alongside two other band-mates, was part of a crackdown on dissent.

"Some tensions arose in relationships and, apparently, to prevent this situation from escalating, she decided to submit a request to the prison leadership and they moved her to a one-person cell," a prison service spokeswoman said.

The spokeswoman dismissed Russian media reports that Alyokhina had been caught up in religious arguments with fellow prisoners. Pussy Riot's protest offended many members of Russia's Orthodox Church.

The spokeswoman said she could not comment on a report on the tabloid-style Life News website that Alyokhina had received violent threats from cell mates at the Ural Mountains prison about 1,150 km (715 miles) northeast of Moscow.

Alyokhina and her two band mates and were convicted in August of hooliganism motivated by religious hatred for their "punk prayer", which the dominant Russian Orthodox Church has cast as part of a concerted attack on the church and the faithful.

The women said the protest, in which they burst into Christ the Saviour Cathedral and called on the Virgin Mary to rid Russia of Putin, was not motivated by hatred and was meant to mock the church leadership's support for the longtime leader.

Putin, a former KGB officer who has cultivated close ties with the church over 13 years in power, has rejected criticism from the United States and European leaders who called the two-year sentences disproportionate.

Alyokhina, who has a young son, argued with the judge and cross-examined witnesses during her trial.

Sensex ends flat after late recovery but gains 1% this week

Indian equity benchmarks closed flat on Friday after recouping losses in late trade, but the week was positive as the benchmark gained 1 percent.
The 50-share NSE Nifty fell below the 5600 level to touch an intraday low of 5,593.55 following the Parliament logjam for the second consecutive session today. But the recovery in late trade helped the index fall just 1.15 points to close at 5,626.60.

Meanwhile, the 30-share BSE Sensex declined 10.77 points to end at 18,506.57.

Both houses the Lok Sabha and Rajya Sabha were adjourned for the second day on Friday after opposition uproar over FDI in retail and SC/ST Bill, respectively.

The Indian rupee declined 32 paise to 55.53 against the US dollar despite intervention by RBI . The RBI likely sold dollars via state-run lenders as the rupee slid to a more than two-month low below 55.50, four traders said. Also Read: Domestic politics to drive Indian rupee: HSBC

Private oil & gas producer Reliance Industries gained 0.89 percent.

The broader indices closed flat but the market breadth was in favour of declines. About 615 shares advanced while 801 shares declined on the National Stock Exchange.

Govt source says fiscal deficit may widen more

MUMBAI (Reuters) - A government source said the fiscal deficit could widen more than targeted for the year ending in March, potentially requiring additional market borrowing.

The government source said the fiscal deficit could reach 5.5 to 5.6 percent of gross domestic product in 2012/13, which could require additional market borrowing of 350-400 billion rupees.

The benchmark 10-year bond yield rose to as high as 8.23 percent, up 3 basis points from levels before the news. The yield was last trading at 8.22 percent compared to its 8.21 percent close on Wednesday.

A proclamation signed by former US President Abraham Lincoln on April 19, 1861, that marked the official start of the American civil war, is up for sale for a whopping USD 900,000.

The one-page document, authorised the blockade of Southern ports, which, under the international law, was an act of war. The Raab Collection in Philadelphia said it is selling the document, which it calls one of the most important in American history, for USD 900,000, CNN reported.

"The action was bold and with great risk," said Nathan Raab, vice president of The Raab Collection. "Lincoln was aware that the blockading of ports was an act of war. Some in his cabinet argued that a blockade would constitute recognition of the sovereignty of the Confederacy, something the North wanted to avoid. Lincoln was less interested in the legal definitions of 'war' than in victory, and he approved it despite the objections.".

The Supreme Court later ruled the document as the official start of the Civil War, Raab said. The privately owned document has been on exhibit for several years at public institutions across the country, including the National Constitution Center and the Abraham Lincoln Presidential Museum and Library.

"It's been passed down to posterity quite well," Raab said. "It's survived the 150 years in good shape." On April 12, 1861, Confederate forces opened fire on Fort Sumter in Charleston harbor, South Carolina, initiating the hostilities between North and South, the report said.

Step on reforms pedal to harden Re, prevent downgrade: Citi

Johanna Dee Chua of Citi Global Markets Asia explains to CNBC-TV18 that the Indian government needs to accelerate the reforms process to harden the rupee which would invite inflows and prevent a ratings downgrade.

Below is an edited transcript of the analysis on CNBC-TV18.

Q: The rupee is at a two-month low today and the dollar costs Rs 55.25. At this point in time, are you expecting any more weakness in the rupee in the next two-to-three months?

A: The near-term certainly is full of challenges and because of the fiscal cliff there is a lot of global uncertainty. So the global risk appetite is not particularly strong and on top of that in India, although there has been some progress in carrying out reforms, the current account financing needs are quite large.

This has made the economy very susceptible to global risk sentiment and financial flows and it is unclear that in the next couple of months there will be a significant positive change.

Though there are expectations of some progress on reforms in this winter session of Parliament, the outlook is still a bit uncertain.

Q: So what do you think should happen for the rupee to appreciate a bit? The government is trying to do all it can in terms of releasing limits in order to let the rupee appreciate. Do you think, aside of reforms, there are any other measures that the government could undertake so the rupee can appreciate from these levels?

A: It would be nice if there is legislation, such as the FDI-related legislation, are approved by Parliament as it would be a catalyst for more long-term FDI and that would definitely be positive.

Oil prices staying benign or receding would also go a long way as that will also help reduce some of the pressure on the current account. The government could also initiate more measures to reduce some of the fuel subsidies to reduce the pressure on oil imports.

The other measure that is not really dependent on Parliamentary approval is the establishment of the National Investment Board. Overall, anything that is perceived by the market to be accelerating the ability of India to attract capital inflows will have a positive effect.

Q: Will a combination of concerns on early elections and an increase in the fiscal deficit raise fears of a rating downgrade?

A: I think there is a risk. First of all, the global backdrop is already a little bit uncertain and the fiscal cliff, in itself, is a deterrent to risk appetite which obviously India would need in order to attract capital inflows.

And add to that, India has a lot of domestic policy challenges as well and rating agencies are going to be very sensitive to the fiscal policy announcement in February.

I think there is a lot of pressure that the government will try to announce a Budget deficit that signals consolidation. But more importantly we need credibility of the underlying assumptions with a fiscal policy for rating agencies to feel comfortable.

And I do think that although the latest round of reforms have delayed the rating downgrade or the risk on the ratings for now, I don't think it has necessarily precluded the possibility that Indian will still get a downgrade. But if India doesn't have a credible fiscal policy for the next fiscal year, there is an increased possibility of a downgrade.

Q: Do you think flows could be restricted with the rupee at 55 which could lead to a negative spiral? What are the levels you think will be a strong support on the downside?

A: I think right now, India is still under pressure. In our forex outlook, we do not expect a lot of weakness because we are looking forward to a huge blow-up in the trade deficit or current account deficit. So we are hoping some of the widening that we have seen will hopefully reverse, gradually. But the problem is that it could still weaken. I think the risk sentiment is just not conducive for financial flows.

Q: You have mentioned the global risk-off and the fiscal cliff several times. Do you still think that meeting those deficit levels would be postponed and how would the markets react if it was postponed by three or six months?

A: I think maybe six months might be a bit longer than what people expect. I think the consensus is that a deal will not be reached by the end of the year and it will spill over to next year. But hopefully by Q1, there should be some clarification and resolution. If it takes anything longer than that, obviously the markets will be more disappointed and jittery. Having said that, some of the recent data from the US like that on housing stocks was surprisingly strong.

So people were worried that events like Hurricane Sandy and fiscal cliff would set back economic activity, but the data has not been that bad yet. So, it remains to be seen how things pan out. It is hard for me to envision companies in the US making big investment decisions given such a huge element of uncertainty in the next couple of months. The consensus right now is for a deal sometime early next year. Anything beyond that is going to be a disappointment.

Q: Do you the market could underperform after factoring-in the low expectations from the Winter Session or would the market mimic the euro-dollar?

A: I think some of the fiscal slippage in India has already or should be priced in already. It is not a surprise given the fiscal performance in this fiscal year. So I think it should already be to a certain extent, priced in.

Yemeni plane crashes near Sanaa airport, killing 10

SANAA (Reuters) - A Yemeni military transport plane crashed near Sanaa airport and burst into flames on Wednesday, killing all ten people onboard, an airport official said.

The plane came down in an abandoned produce market in the Hasaba district near the Yemeni capital's airport after suffering a technical problem, the official said.

"The plane tried to land in an empty space in Hasaba, but because of a technical problem it crashed and ten of the crew died," the official said.

The official said the Antonov plane was on a training exercise, with seven new graduate officers and three crew members onboard when the pilot reported a problem with one of the engines.

Thick black smoke filled the sky as rescue teams and ambulances rushed to the scene, where dozens of onlookers had gathered.

The Defence Ministry set up an investigative team to look into the incident.

In October last year, a Yemeni military plane crash-landed at an air base in the south of the country killing nine passengers, including eight Syrian engineers.

UP govt decides to withdraw all cases against Ponty Chadha

The Uttar Pradesh government has decided to withdraw all cases against late liquor baron Ponty Chadha in the state. The decision was taken in a Cabinet meeting in Uttar Pradesh. Ponty Chadha, who was the sole liquor distributor in Uttar Pradesh, died after a shootout between him and his brother Hardeep at his farmhouse in Delhi. Hardeep was also killed in the shootout.

Ponty Chadha's other business interests included real estate, sugar mills and film production, which he used to look after along with his two brothers - Hardeep and Rajinder. The business empire was reportedly worth Rs 6,000 crore.

However, no arrests have been made in regard to the double murders case. The police are yet to find significant leads into what led to the shootout. The police have said that a clash between the two brothers had taken place in another farmhouse, located a few kilometers away, on the morning of the shootout.

Ponty was known to be close to the Samajwadi Party but after Mayawati's Bahujan Samaj Party came to power, he changed his loyalties. His business also flourished during the BSP regime and Ponty floated 16 companies right after Mayawati took over as the chief minister in 2007. These companies were given contracts ranging from real estate to sugar mills to film production and distribution.

After the Samajwadi Party returned to power in March 2012, Chief Minister Akhilesh Yadav said that he would hold a probe against Ponty and his wealth but not much was done following reports that the party had patched up with the controversial businessman. Earlier, in February when Uttar Pradesh was gearing up for Assembly Elections, the Income Tax department had conducted raids at 17 locations across the state and New Delhi including a prime shopping mall - Centrestage Mall in Noida - and farmhouses owned by Ponty. After the searches in February, the Income Tax department had said that it had seized Rs 11 crore in cash, jewellery and fixed deposits and sealed 13 bank lockers. Three months after the raids, an Income Tax official said that Ponty had disclosed an "unrecorded income of Rs 175 crore" to them.

The police are now probing the murders of the two brothers. According to the police, Ponty's men had tried to remove Hardeep's supporters from their farmhouse in Kapashera in southwest Delhi, and that two men had even been arrested for that. The police version has contradicted a claim made by a close relative mediating between the warring brothers who claimed the shootout was not linked to the dispute over the farmhouse. Delhi Gurudwara Prabhandhak Committee chief Parminder Singh Sarna, who had mediated, had claimed a settlement had been reached between the brothers.

According to the family, the immediate provocation could be fit of rage and had nothing to do with the farmhouse, but sources say that police continue to maintain that it was the fight for possession of the property which caused the two deaths.

Shimla, Nov 17 (PTI) Two rescue posts were today set up on either sides of Rohtang Pass to ensure safety of people crossing the 15,050 ft pass, which has been officially closed for vehicular traffic for the winter. The rescue posts were set up at Mari and Koksar on either side of Rohtang Pass. The rescue posts have been set up by the Kullu and Lahaul-Spiti district administration and Atal Bihari Vajpayee Mountaineering and Allied Sports Institute, Manali and rescue team will remain alert to meet any exigency, an official said. Director, Mountaineering and Allied Sports Institute, Capt Randhir Salhuria said that these rescue posts have been set up to help the people crossing Rohtang Pass. People should cross Rohtang only in clear weather conditions, he said. Salhuria said that people should register themselves at Marhi while going towards Lahaul-Spiti and at Khoksar while going towards Manali so that rescue team could help the people at the time of any emergency. The administration has appealed the people to cross the Rohtang Pas crest before 3 pm. Meanwhile, vehicles are plying between Lahaul and Manali frequently despite the fact that temperature has dipped below freezing point during night at Rohtang Pass. The Border Roads Organisation (BRO) has officially closed the Manali-Rohtang Road on November 10 for the vehicular traffic. Tribal people are crossing Rohtang in compulsion but the tourists are unaware of danger and going towards Rohtang. "Information board regarding closure of Rohtang road has been set up at various points and hoteliers, guides and tourists have been asked to not to go towards Rohtang Pass," said SDM Manali. The famous Butter Chicken that made Deena Naidoo South Africa's first Masterchef was very much on the menu as celebrities gathered at the Montecasino complex here on Thursday for the opening of the restaurant. Named after his ten-year-old daughter, the restaurant's name 'Aarya', Naidoo explained signified in Sanskrit the way of addressing a woman with lots of dignity and respect. The restaurant was part of the prize from leading hospitality group Tsogo Sun, who have provided professional backup for Naidoo to run the signature restaurant for two years at its Sun Square Hotel at Montecasino. "I think I was destined to win that competition and that is why I gave it my best. I was most stressed throughout the competition because I needed to perform at my optimal," he said talking about the cooking competition. Naidoo said he had decided even before he entered Masterchef that if he won, he would make sure that he promotes South African cuisine in all its diversity, and not just the Indian cooking that he prides himself on. Cop-turned-chain snatcher arrested

Visakhapatnam, Nov 17 (PTI) A suspended constable of Andhra Pradesh Special Police (APSP), wanted in over fourteen chain-snatching cases, was today arrested, police said. About 200 grams of gold ornaments and a motorcycle was recovered from the accused, police said. The accused- 30-year-old Nokku Prabhakar, a native of Madhurawada here, was earlier attached to APSP's 13th battalion at Adilabad and was suspended from duties few months ago for alleged misbehaviour, Additional Deputy Commissioner of Police (Crime) Mohamoud Khan told reporters here. Prabhakara wanted to lead a lavish life and in order to earn quick money, he started snatching gold chains and was arrested in August, but was later released on bail, Khan said. But after his release, he again started snatching chains and was also involved in burglary cases. Police caught Prabhakar today while he is trying to steal goods from a house in the city. During the interrogation, Prabhakar confessed that he was responsible for several chain snatching cases. The accused would be before court tomorrow, police said. PTI CORR NP

Villagers block road after local girl hit

Nahan, Nov 17 (PTI) A 21-year-old woman was critically injured when she was hit by a stone tossed up by the tyre of a truck passing through Rajpur village, following which villagers blocked the Rajpur-Badhana main road for over five hours today, police said. Neelam (21) was rushed to Paonta civil hospital and her condition was serious, DSP Paonta N S Negi said. The driver of the truck fled from the scene, after which agitated villagers blocked the main road, the DSP said. The administration and police persuaded the people to lift the blockade and normal traffic resumed at 6:00 PM, Negi said. The Ministry of Coal has issued deallocation letters for eight coal blocks after decision by the Inter-Ministerial Group. "Government has issued letters for at least eight coal blocks given to a single company or jointly," ministry sources told PTI.

Need for reorientation of university system: Sibal

Former HRD Minister Kapil Sibal today advocated reorientation of the university system, saying too much of affiliated colleges is degrading quality of education. "There is no point having a university with 800 affiliated colleges, all that the university does is to take examinations and asks for money and no research is done. We must reorient administratively our system," he said at the Hindustan Times Leadership Summit. Sibal, who had initiated several reform measures during his tenure, was particularly critical about the standard of education imparted in the state universities, which together constitute 85 per cent of the total universities in the country.

To improve the standard and ensure quality of education, Sibal said unless pending legislations pertaining to accreditation and checking malpractices are passed in Parliament, "you are going to do great disservice to the nation". Apparently referring to tepid response to the 2G spectrum auction, the Telecom Minister said, "the growth is not going to be contributed by out of what you get from sale of spectrum...growth is going to be contributed by how much you invest in education in this country."

He said the challenge for investment is going to come from the increased demand for colleges and institutes by 2020 when gross enrolment ratio is expected to touch 30 per cent. "We will have to either set-up new institutions of the order of 40,000 to 50,000 colleges to serve increasing demand and 6,000-8,000 universities to be able to serve that demand. We could also have to restructure our present education sector to be able to cater to needs of the growing demand," he said.

47 nursery school children killed in Egypt bus crash

Cairo, Nov 17 (PTI) At least 47 children aged between four and six were killed and 13 others injured today after their school bus was hit by a speeding train in central Egypt. The incident took place near al-Mandara village in Manfalut district of Assiut province, 350 km south of Egyptian capital Cairo, officials said. The train was heading to Aswan from Cairo and crashed into the bus carrying 60 children at the junction between the road and the railway, they said. The children were on their way to a religious institute where they studied. "The deaths have now reached 47. There are 13 children injured," Assiut Governor Yehya Keshk told state television. President Mohamed Morsi has ordered authorities "to offer all assistance to the families of the victims," the state-run MENA news agency said. In a swift move, Transport Minister Rashad al-Metini resigned, saying he "accepts responsibility" for the accident. Egyptian Railway Authority head Mostafa Qenawi also quit and Morsi has accepted his resignation. Distraught relatives blocked the road at the accident site and were "collecting the remaining body parts," Osama Seddik, an eyewitness, told Egypt's Ahram Online. Egypt's roads and railways have a poor safety record. In the worst railway disaster in Egypt, a total of 363 people were killed in February 2002 when a train heading to southern Egypt caught fire. GM to expand manufacture capacity at Halol up to 1.10lac units

Ahmedabad, Nov 17 (PTI) Gearing up to launch a new multi- purpose vehicle (MPV) - 'Enjoy' - US car maker General Motors today said it would shortly have 1.10 lakh units annual commissioned capacity at its Halol plant in Gujarat. At present, GM India's Halol plant is installed with an annual capacity of 85,000 units, with the company planning to launch new eight seater MPV -Enjoy- from its Shanghai Automotive Industries Corp (SAIC) platform. "Shortly, we would have 1.10 lakh unit commissioned capacity annually at Halol because Enjoy is proposed to be rolled out from this plant in next couple of months," company's Vice-President (Corporate Communication) P Balendran told PTI. GM had recently raised its shareholding in an equal joint venture with SAIC to 91 per cent, regaining complete control. The company has invested over USD 1 billion in India till date, a company statement said. "Halol capacity was short...so it is being expanded. With the inaguration of a press shop at Halol, it is now an integrated manufacturing plant," Balendran said. The company has phased out its few models like-Chervolet Optra and Aveo. "After launch of Chevrolet Sail U-VA a hatchback, we plan to roll out a new sedan model of Sail by next month," he said. The new sedan will be company's sixth launch this year. As compared to sales of 1,11,510 units last year, GM sold nearly 78,100 units till October end in India this year. "In Gujarat we had sold 11,500 units last year, and hope to sell 10,000 units by this year end," Balendran said. "With new launches we expect to sell 4,000 units per month from next year, although the market is sluggish in wake of high interest rate regime," he said.
